The Center for Population Health Data Science (CPHDS), launched in October 2023, aims to modernize data efforts and link public health, healthcare, and social services for effective public action. We focus on making data accessible, timely, equitable, usable, protected, and actively used to improve health outcomes for New Yorkers.
The Bureau of Administration supports CPHDS's operational needs, including HR, procurement, fiscal management, facilities, training, and reporting. It manages recruitment, onboarding, budget, and compliance, enabling the Center to operate efficiently and equitably.
Position Summary
The Bureau of Division Administration seeks a Contract Manager to support division's purchasing and contracts, reporting to the Senior Director of Grants and Procurement Administration.
Key Duties
Develop and conduct complex procurements using various methods, including sealed bids, proposals, sole source, MOAs, and negotiated acquisitions.Prepare and review solicitation documents for micro purchases, small purchases, formal contracts, and intergovernmental agreements.Assist in preparing scopes of work and budgets for contracts.Oversee and manage all contracting activities, ensuring timely processing.Generate tasks through PassPort for oversight and approvals.Enter contract budgets in PassPort.Monitor fiscal aspects of contracts.Serve as liaison with ACCO, General Counsel, and Budget for contract inquiries.Coordinate with other DOHMH offices for contract processing.Preferred Skills
- Experience with Agency's Contrak System and PASSPort
- Knowledge of NYC Contracting Process and City Procurement
- Interpersonal, analytical, and communication skills
- Ability to work effectively with diverse professionals and organizations

Minimum Qualifications
- Baccalaureate degree + 4 years relevant experience, including 18 months in a managerial role, OR
- High school diploma + 6 years relevant experience, including 18 months in a managerial role, OR
- Equivalent education and experience with required managerial experience
Residency in NYC generally required within 90 days of appointment.

Salary range: $66,067 – $95,000 annually.
