Position DescriptionOverview:The Harris County Flood Control District is seeking qualified candidates for the role of Construction Technician. The District's core mission is to mitigate the risk of flooding in Harris County, which boasts a population of over 4.7 million and includes the City ofHouston, the fourth largest city in the United States. The District's responsibilities extend to approximately 1,500 channels spanning nearly 2,500 miles, over 60 regional stormwater detention basins covering more than 10,000 acres, and several wetlands mitigation banks, such as Greens Bayou.Job Summary:Responsible for being the Construction Division's subject matter expert in construction materials testing and standards. The Construction Technician will prepare material testing cost estimates based on project documents and District Procedures.Essential Functions and Duties:* Perform construction material technician field audits to ensure testing is conducted per industry standards.* Identify and have material testing consultants rectify deficiencies in reporting and services.* Prepare cost estimates for materials testing services and negotiate agreements with material testing consultants.* Track material testing budgets and coordinate any changes with the material testing consultants and the manager to ensure services are within budget.* Review material testing reports and invoices for accuracy and request revisions before recommending approval to the Construction Project Managers.* Electronically file material testing reports for all District construction projects.* Manage the distribution of plan sets, plan revisions, and project team updates to the material testing consultants.Additional Responsibilities and Duties:* Assist with Construction Division or District projects, as needed.* Provide backup administrative assistance, as needed.* May assist in the supervision of 1 - 2 people, as needed.* Assume additional responsibilities as required, adapting to the evolving demands, responsibilities, needs, and objectives of the District.Harris County is an Equal Opportunity Employer you need special services or accommodations, please call (713) ###-#### or email [email protected] position is subject to a criminal history check. Only relevant convictions will be considered and, even when considered, may not automatically disqualify the candidate.RequirementsEducation and Experience:* High school graduate or equivalent.* Two (2) years of verifiable experience in support of construction management activitiesKnowledge Skills, and Abilities:* Knowledge of materials testing requirements, procedures, and scheduling in support of construction inspection activities.* Knowledge of modern office procedures (scanning, filing, and record-keeping), computer operations, and software applications.* Good organizational and time management skills and ability to effectively prioritize and schedule multiple tasks/initiatives.* Use proper grammar, correct spelling, and punctuation, simple formats, and filing systems.* Use good phone etiquette and effectively communicate with coworkers, vendors, consultants, the general public, and industry/governmental representatives.* Read/comprehend written materials, e.g., policies, procedures, operating instructions, and safety notices.* Write/record legible notes of activity and correctly complete required forms.* Solve complex mathematical problems that may be required in normal work situations, e.g., various geometric area and volume calculations.* Be a self-starter; work well independently and as part of a team; assume ownership in completing assigned tasks.* Exemplify professionalism in all circumstances and work well in an office environment; protect and maintain confidential information.* Work well under pressure while adhering to tight deadlines and accuracy/quality standards in a fast-paced environment.NOTE: Qualifying education, experience, knowledge, and skills must be documented on your job application.
