Position Overview:
We are seeking a highly qualified and experienced construction professional to fill a 3-hat position as Superintendent, Site Safety and Health Officer (SSHO), and Quality Control Manager (QCM) for a federal construction project in Phoenix, AZ. The ideal candidate will have extensive experience in hospital construction and HVAC systems, and a strong understanding of federal project requirements, including USACE/NAVFAC standards.
This is a critical leadership role requiring proven ability to manage field operations, ensure jobsite safety compliance, and maintain strict quality assurance on complex healthcare construction projects.
Key Responsibilities:
Superintendent Duties:
- Oversee day-to-day field activities to ensure project is completed safely, on time, and within budget.
- Coordinate subcontractors, suppliers, and field crews.
- Conduct daily site walks and meetings with project teams.
- Maintain project schedule and report updates regularly to project leadership.
Site Safety & Health Officer (SSHO) Duties:
- Implement and enforce the Site-Specific Safety and Health Plan (SSHP) in accordance with EM 385-1-1.
- Conduct daily safety inspections and meetings.
- Maintain all required documentation for safety audits.
- Serve as primary contact for all safety-related matters on site.
Quality Control Manager (QCM) Duties:
- Develop and maintain the Quality Control Plan (QCP) per contract requirements.
- Conduct preparatory, initial, and follow-up inspections.
- Coordinate and document three-phase QC process.
- Ensure all work meets specifications, standards, and federal regulations.
Required Qualifications:
- Minimum 5 years of experience in a Superintendent, SSHO, or QCM role on federal construction projects.
- Experience with hospital construction and complex HVAC systems (including retrofits and new installations).
- Strong knowledge of USACE/NAVFAC requirements and EM 385-1-1 compliance.
- Current OSHA 30-hour certification.
- CPR/First Aid certified.
- Able to read and interpret plans, specifications, and submittals.
Preferred Qualifications:
- ASHE Certification (American Society for Health Care Engineering).
- CHC (Certified Healthcare Constructor) certification or verified training in healthcare construction.
- Experience working in active medical environments or occupied healthcare facilities.
- Familiarity with HVAC commissioning processes and infection control risk assessments (ICRA).
- USACE QCM Certification and/or NAVFAC Construction Quality Management for Contractors training.

- Must be authorized to work in the U.S.
- Must be able to pass a federal background check for access to VA or other government facilities.
- Strong leadership, documentation, and communication skills.
- Self-motivated and capable of working independently while managing multiple responsibilities.
