Construction Quality Manager
The Construction Quality Manager (CQM) will serve on a Program Management Consultant (PMC) team providing services on a major rail transit project under construction. The CQM's responsibilities will include oversight and enforcement of the Developer's (Contractor's) conformance to the contract documents and implementation of quality assurance and quality control, including but not limited to special inspections. The CQM will have full managerial responsibility for the direction, control and utilization of a staff of professionals and support personnel.
Qualifications:
Bachelor's degree in engineering, construction or project management, or a related field
OSHA-30 certification
Having performed the Quality Manager role on at least two similar projects within the past five years.
Strong writing and communications skills are critical as is the ability to work with a wide range of computer software systems including but not limited to:
Word, Excel, Adobe, Bluebeam Revu Studio, and Microsoft Outlook.
Desired but not required Qualifications:
American Society for Quality (ASQ) certification (e.g., CQE, CQA, CMQ/OE)
New York State Professional Engineer (PE) license is desired, other State PE licenses considered if reciprocity is available.
Responsibilities:
Review updates to the Developer's Quality Program and to the Developer's key quality management personnel such as the Developer's Quality Manager
Review and approve subcontractors and suppliers not identified in the Developer's proposal and not previously approved
Review and approve the Developer's Inspection and Testing Program documentation, including the inspection/test control documents and procedures; Quality Work Plans (QWPs); inspection checklists and records; Hold Points and notification of Hold Point activity by work site
Confirm that a QWP for each definable feature of work (or one per specification section) is submitted at least three (3) weeks prior to the start of work and presented by the Developer's and/or subcontractor's Quality Team responsible for the work at the Preparatory Phase Session
Confirm that a Preparatory session attended by Developer's and subcontractor's personnel and documented by attendance sheet, agenda and meeting minutes is held prior to the start of an activity. The session shall include a discussion of the QWP, checklists for each work activity, Hold Points, quality concerns and actions to mitigate each concern, Owner's expectations, and necessary records to be prepared and maintained
Verify that Hold Points shall be established and identified in the QWP for each first article of portion of work including sample work, mock-ups, etc. The means and methods of communicating 'Hold Points and releasing them will be established between the Developer and the PMC
Oversee pre-functional checks, inspections and tests for commissioning including static tests, equipment start-up and verification of interlocks for all mechanical and electrical systems
Support in conducting / participating in project quality audits including attending audit meetings and preparing documents as required
Take necessary action as may be required to prevent installation of materials / equipment which have not been properly approved
Coordinate with project managers, engineers, and contractors to addressdefective or otherwise unacceptable work and/or materials and address other field quality issues
Recommend whether further installation of defective work or material be suspended until satisfactory corrections are made to address quality issues
Submit periodic quality assurance reports to management indicating the status of activities and detailing non-conformances and deficiencies identified.
Compensation Range:
