The Construction Project Manager will act as the Owner's Representative and oversee the full lifecycle of construction activities, including new construction, additions, renovations, sign programs, and special projects, across approximately 80 locations throughout the Eastern U.S. and Ontario, Canada. This individual will serve as a professional subject matter expert providing expertise in design and construction to internal stakeholders. Grow with us as we continue to expand our network of locations and services.Key Responsibilities* Stakeholder Alignment - Facilitate stakeholder alignment meetings to define scope, objectives, constraints, and success criteria.* Site Evaluation Support - Collaborate with the Director of Real Estate and operational leadership to support new site selection efforts. Provide recommendations based on field observations, geotechnical reports, ALTA surveys, and other due diligence documentation. Identify potential site constraints related to access, topography, utility availability, zoning, or constructability that could impact project viability, schedule, or costs, prior to land acquisition or lease execution.* Design Development and Planning - Develop or oversee conceptual design packages, leveraging standard Prototype Layouts and company Design Control Documents. Lead design team coordination, including scheduling and conducting weekly design review meetings. Ensure all Rush-supplied elements (e.g., racking, IT, security) are fully coordinated within permit sets.* Budgeting & Proforma Development - Coordinate preliminary and final budgeting using contractor inputs and historical benchmarks. Prepare the Proforma Template and present for executive-level approval.* Permitting - Oversee all jurisdictional permitting activities, ensuring permit readiness prior to construction start. Attend planning, zoning, and variance meetings.* Bidding - Manage bid solicitations, bid analysis, and contractor selection per internal bid procedure. Ensure all bids are tax-compliant and aligned with scope and schedule expectations.* Cost Management and Value Engineering - Lead the value engineering process in collaboration with the design team and bidding contractors during the pre-construction phase. Analyze scope, materials, systems, and construction methods to identify cost-saving opportunities while maintaining quality, performance, and alignment with operational objectives.* Contract Development and Award - Coordinate with the Legal Department to initiate, review, and finalize construction contracts, ensuring all terms align with Company standards and project requirements. Facilitate contract execution and ensure contractor qualifications, insurance compliance, and tax obligations are confirmed prior to award.* Construction Execution & Oversight - Facilitate pre-construction meetings and weekly progress meetings. Perform monthly site inspections and ensure compliance with design and contract documents. Oversee vendor coordination and delivery of owner-furnished equipment. Monitor schedule adherence, payment applications, and lien waivers. Maintain accurate project documentation, updating in real time.* Owner-Supplied Equipment Coordination - Coordinate the procurement, delivery, and installation of all owner-supplied items. Ensure alignment with project schedule and site readiness by maintaining close coordination with vendors, the general contractor, and internal stakeholders.* Project Controls - Ensure all assigned construction projects are delivered on time and within the approved budget, leveraging proactive schedule management, cost control measures, and issue escalation protocols to mitigate delays or overruns. Monitor project performance against baseline timelines and financial targets and implement corrective actions as necessary to maintain alignment with corporate expectations and stakeholder commitments.* Financial Administration and Reporting - Review, validate, and process contractor and vendor invoices to ensure alignment with work completed, stored materials, approved change orders, and contract terms. Track projects spend against budget, monitor contingency utilization, and maintain accurate cost forecasts to support fiscal accountability. Lead scope change evaluations and process change orders.* Project Closeout & Handover - Coordinate final walkthrough and punch list completion. Ensure submission and review of O&M manuals, warranties, and as-built drawings. Facilitate building systems training for site leadership. Manage the release of retainage and ensure compliance with all financial and legal closeout documentation. Lead post-project review meetings and initiate stakeholder satisfaction surveys.* Post-Construction & Continuous Improvement - Track outstanding bonds and letters of credit. Initiate HVAC PM contract setup and forward HVAC inventory for system integration. Conduct change order reviews with design teams to identify design errors and revise Design Control Documents accordingly. All of this is within a culture that values and rewards excellence, a positive attitude, and integrity, ensuring you thrive personally and professionally.Education & Experience* Bachelor's degree in Civil Engineering, Mechanical Engineering, Architecture, Construction Management, or other relevant degree.* 10+ years of experience in construction project management across multiple states.* Demonstrated ability to manage a pipeline of 30-40 projects simultaneously, totaling $20-$25MM annual spend* Proven track record in delivering:* New construction* Renovations* Signage rollouts* Capital asset replacements* Trucking and automotive dealership construction experience is highly preferred* Proven experience procuring and coordinating the installation of owner-supplied equipmentOther Skills and Abilities Required* Must possess a valid passport and be able to travel to Canada as needed.* Willingness to travel up to 50%.
