Salary: $23.00 Hourly Location : Kerrville Job Type: Regular Full-Time Job Number: 2025-00035 Department: Public Works Division: Engineering Opening Date: 08/08/2025 Closing Date: Continuous Job Summary Inspects the construction of public infrastructure associated with CIP and private development projects for compliance with plans, specification, and city requirements. Principal Duties and Responsibilities This information is intended to be descriptive of the key responsibilities of the position. The following examples do not identify all duties performed by any single incumbent.
  • Perform inspections by checking materials, equipment, methods and workmanship for compliance, checking line and grade, performing air testing, deflection testing, vacuum testing and bacteriological testing, checking test reports for compliance, checking traffic control and ensuring safety standards are enforced.
  • Document work by preparing reports and updates, filing submittals, correspondences and estimates, maintaining a daily detailed diary, preparing and responding to correspondences, maintaining accurate field notes, preparing final as-builts, tracking contractor's time and measuring & calculating quantities for payment.
  • Communicate with personnel and others by working with developers, contractors, suppliers and engineering firms, responding to complaints, advising the public of work and delays, handling disputes, and communicating with staff.
  • Research for regulations by studying plans and specifications, reviewing plans and researching TCEQ, OSHA, ASTM, AWWA, MUTCD and TX DOT regulations and specifications.
  • Perform other duties as may be assigned.
  • Minimum Qualifications, Experience, and Abilities:
    • Possession of a High School Diploma or equivalent with three years of related experience
    • Possession of a valid Texas Class C driver's license
    • Possession of a current Class I or II Wastewater Collection System Operator preferred
    • Possession of a current Grade 'C' Water Distribution Operator preferred
    • Knowledge of public works construction practices, materials, and accepted safety practices in public works construction.
    • Knowledge of construction layout surveying.
    • Knowledge of Microsoft Office programs.
    • Basic knowledge of surveying, math, mapping, and construction related techniques and practices.
    • Ability to read and understand civil engineering construction plans, specifications and standards.
    • Ability to judge materials, methods and workmanship in relation to requirements.
    • Ability to keep records and prepare simple drawings and reports.
    • Ability to interact with the general public and have good interpersonal skills.
    • Ability to maintain regular and predictable attendance.
    Physical and Environmental Conditions Duties are generally performed citywide in both outdoor and indoor settings. This is medium to heavy work requiring the exertion of fifty (50) pounds of force occasionally, up to twenty (20) pounds of force frequently, and up to ten (10) pounds of force constantly to move, lift and push objects. Work requires climbing, stooping, kneeling, crouching, standing, walking, pushing and pulling. This position is subject to outside environmental conditions, including extreme cold, extreme heat, hazards, and atmospheric conditions.     • Longevity: With budget approval, employees earn $4.00 per month for each complete full month of continuous service. The employee must complete one full year of employment to be eligible. Maximum benefit is $1,200 annually.
    • Voluntary Life Insurance: The employee may elect up to five times their base annual salary with a maximum of $250,000. Coverage for spouse and dependent children is also available for purchase. Terms apply.
    • Voluntary AD&D: The employee may elect up to ten times their base annual salary with a maximum of $500,000. Terms apply.
    • Voluntary Short-Term Disability: The employee may elect up to 60% of their base weekly salary with a maximum weekly benefit of $1,000. Terms apply.
    • Texas Municipal Retirement System (TMRS): This mandatory retirement plan requires each employee to contribute 7% of their gross salary to the plan and the City matches contributions 2 to 1. An employee becomes eligible to retire with 20 years of service or with five years of service at a minimum of age 60.
    • Optional Deferred Compensation: The employee may contribute to a 457 plan through Mission Square Retirement.
    • Social Security: Current rate is 6.2% for both employee and employer
    • Medicare: Current rate is 1.45% for both employee and employer.
    • Vacation - 12 days annually during first five years of employment (accrued monthly)
    • Sick Leave - 12 days per calendar year (accrued monthly)
    • Holidays - 14 holidays plus two floating day
