Office of Conservation Pipeline Division
The Pipeline Division regulates the use, end-use, conservation, and transportation facilities for movement of intrastate natural gas; regulates carbon dioxide pipelines and compressed natural gas fueling facilities; and serves as a clearinghouse to provide information to natural gas users regarding supply availability. The Division is responsible for a comprehensive pipeline safety inspection and enforcement program for intrastate natural gas and hazardous liquids pipelines, as well as damage prevention enforcement on pipeline rights of way.
Incumbents in the Northeast, Northwest, Southeast, Southwest, and South/Central Louisiana Areas are supervised by Conservation Program Managers (CPM). This position involves highly advanced technical inspections of jurisdictional intrastate pipeline facilities across three categories: 1) gas distribution pipelines, 2) gas transmission, and 3) hazardous liquid transmission pipelines. Inspectors may focus on one to three categories depending on their assignment. The role requires extensive travel, completion of PHMSA training, and is subject to random drug testing.

Appointment Type: Probational. A current, permanent state employee may be required to accept a probational appointment. Additional vacancies may be filled within 90 days of the closing date.
Career Progression: The position may be filled as a Conservation Enforcement Specialist 1, 2, or 3 based on experience.
Compensation is at a Special Entrance Rate (SER), with ranges as detailed in the table. Note that maximum salaries listed are career maximums, not starting salaries.
