OFFICIAL TITLE: Chief Human Resources Officer SUPERVISOR: Superintendent of Schools SALARY RANGE: In accordance with RCBOE Salary Schedules TERMS OF EMPLOYMENT: Work year - 12 Months (235 days) JOB QUALIFICATIONS: Education: Minimum specialist degree from an accredited college or university in educational leadership or equivalent. Doctorate degree preferred.Certification or Licensure: Valid Georgia Tier II educational leadership certificateSkills: Thorough knowledge of the best practices in Human Resources based on national, state, and local standards governing educational institutions. In-depth knowledge of applicable federal, state, and local laws and regulations. Ability to collect, analyze and use data to plan for improvement. Ability to use systems thinking to establish clear goals for the development of District human resource practices. Ability to plan the alignment of Human Resources to meet the District's instructional/operation needs and performance objectives in an educational institution. Collaborative problem-solving best practices and ability to use systems thinking to establish clear goals for the development of Human Resources practices. Excellent verbal and written communication skills, including the ability to make persuasive presentations. Strong organizational and leadership skills. Possess a strategic focus with the ability to be decisive.Work Experience: Five or more years of supervisory, administrative, and leadership experience as a Director or Assistant Director in Human Resources in a school district. Three or more years of school leadership experience is preferred.PRIMARY DUTYThis position is responsible for providing leadership and directing the Human Resources operations of the Richmond County School System with responsibility for affirmative action, classification and compensation, job analysis and descriptions, employee relations, employee records, recruitment, retention, succession planning, benefits, leadership development, performance management, and other employee services. Work involves the performance of duties assigned by the Superintendent or designee to include policy recommendations for consideration.ESSENTIAL DUTIES AND RESPONSIBILITIES
  • Oversees the staff, budget, and operations of the Human Resources Department, and assists supervisory personnel on Human Resources issues. (*)
  • Implements and monitors Georgia School Code and Georgia Department of Education regulation guidelines related to areas of responsibility.
  • Accountable for Human Resources' achievement of department goals and objectives.
  • Formulates and recommends Human Resources policies and procedures. (*)
  • Regularly reviews and recommends Human Resources practices necessary to establish a positive employment environment and relationship to promote a productive and effective employee population.
  • Monitors, reviews, and recommends to the Superintendent changes to District policies.
  • Regularly monitors legal and regulatory compliance requirements of OSHA, EEO, ERISA, COBRA, FMLA, FLSA, ADA, and other existing or proposed employee benefits legislation.
  • Functions as primary contact with outside governmental agencies with respect to Human Resources compliance.
  • Establishes and directs a process of organizational planning that evaluates staffing needs and forecasting throughout Richmond County School System. (*)
  • Recommends and establishes wage and salary structures that effectively respond to the competitive labor market.
  • Ensures the periodic review and update of employee job descriptions. (*)
  • Reviews and recommends competitive, cost-effective benefit programs and services.
  • Establishes recruiting, retention, and placement strategies, programs, and practices. (*)
  • Fosters the effective communication of Human Resources programs and policies. (*)
  • Oversees the selection and use of Human Resources consultants, benefit providers, and other third-party administrators and/or service providers.
  • Conducts a continuing study of Human Resources best practices in support of an effective and efficient Human Resources organization.
  • Defines strategic direction for the area of responsibility, and leads assigned staff in developing recommendations from strategic long-term goals related to assigned area(s) of responsibility. (*)
  • Creates and manages budgets for areas of responsibility. Develops and monitors time and expense project budgets. Develops project plans, work breakdowns, structures, and schedules required to successfully complete projects on time and within budget constraints. (*)
  • Plans and controls staffing, and performs other human resources, finance, and payroll-related functions for assigned employees. (*)
  • Manages assigned staff in the development, design, review, implementation and periodic evaluation of project plans and strategies to support the achievement of goals and objectives. (*)
  • Ensures the provision of quality products and services. Leads staff in the design, development, implementation, monitoring, and documentation of quality and reliability improvement plans, policies, and procedures. Confers with and advises subordinates on administrative improvement plans, policies and procedures, technical problems, priorities, and methods.
  • Performs and promotes all activities in compliance with equal employment and nondiscrimination policies; follows federal laws, state laws, school board policies, and professional standards. (*)
  • The employee shall carry out such other and further duties, whether specifically listed above or not, as are assigned or required by such employee's supervisor, other appropriate school personnel, laws, board policy, administrative regulation, and department handbook, as are reasonably necessary to the efficient operation of the school system and its mission.
  • Ability to identify and resolve complex personnel issues.
  • Acts as district-level Superintendent's designee for all employee disciplinary actions.
