Information Technology Services (ITS) is DSSs technology services organization. ITS creates and enhances the technology infrastructure and computer applications that support HRA and DHS and develops applications, including client eligibility and recertification systems, case management systems, housing systems, employment/work engagement services, revenue producing computer matches, claiming systems, and personnel systems. ITS is recruiting for one (1) IT Project Specialist to function as a Computer Transmission Specialist.

Responsibilities
  • Manage the direction and supervision of Job Coordinators involved in application setup and submission, error correction and problem resolution, and run completion verification and quality control of all production and pre-production applications on ITSs IBM, Datapoint and UNIX-based systems for program areas such as Income Assistance, the Agency for Child Services, and Personnel Administration.
  • Analyze, develop, design and prepare written specifications for the development and enhancement of existing Legacy Computer System Transmissions related to Public Assistance (PA) (600 jobs), Food Stamps (FS) (200 jobs), Medicaid (MA) (150 jobs), Foster Home Care for ACS (300 jobs), plus various miscellaneous jobs; respond to Agency needs.
  • Provide written descriptions of agency user requirements and processing needs using standard formats to support data transmission; confer with HRA Users, ITS Programmers, and New York State Staff to provide system enhancements and technical assistance.
  • Determine feasibility of user need requests, convey information, and coordinate work across agencies to help define new system requirements.
Hours/Shift

19:30 to 08:00 Thursday, Friday, Saturday

Minimum Qualifications
  • A baccalaureate degree in computer science, engineering, human computer interaction, interactive media, digital and graphics design, data visualization, communication or related field, and four years of satisfactory full-time experience in relevant areas; or
  • An associate degree in related fields and six years of satisfactory full-time experience in relevant areas; or
  • A baccalaureate degree and eight years of satisfactory full-time experience in relevant areas; or
  • Education and/or experience equivalent to the above.
Preferred Skills
  • Experience in production control on a large-scale Unisys mainframe; experience with Unisys processors and utilities (FAS, SSG, IPL, Editor); experience with scheduling packages such as EXCAL; working knowledge of ECL; strong oral and written communication skills.
