Grant Funded This position is grant funded. Work Shifts 9:00 A.M - 5:00 P.M Duties & Responsibilities Purpose of Position: This class of positions encompasses work of varying degrees of difficulty and responsibility in the performance of liaison functions between City agencies, local residents, and community organizations, in order to: provide assistance, obtain participation and support for housing development and community development and implement public service programs. Performs tasks in the field or in an office, as assigned. Supervises staff. All personnel perform related work. Under direction, performs difficult and responsible liaison activities between City agencies or programs, and community residents and groups. In the Health and Hospitals Corporation, under direction, supervises liaison activities of a hospital with local residents and other agencies and groups in the community. Examples of Typical Tasks: At a higher level, performs the duties of Assignment Level I: 1. Interviews local residents, landlords, government personnel, business people and youths to solicit support for community development programs, to ascertain needs of communities and to determine courses of action to meet those needs which are acceptable to the communities. 2. Interviews staff and representatives of governmental, educational, and social agencies and unions for the purposes of securing information for and transmitting information from community organizations and residents. 3. Assists in the preparation and distribution of informational materials relating to the programs, objectives, and activities of both communities and educational institutions. 4. Assists in the training of subordinate staff. 5. Makes written and oral reports as required. 6. Keeps records related to programs, activities, objectives, etc. At a higher level, also performs the duties of Assignment Level II: 1. Directs staff or works as a team with other community liaison workers in the performance of liaison activities; may supervise or coordinate field office operations or operational units. 2. Consults and maintains liaison with residents, landlords, representatives of community organizations, students, parents, staff of schools, unions and other public and private agencies. 3. Explains programs and policies to community groups and to community liaison contacts and interprets and relays information from the community. 4. Participates in the planning, organization and implementation of programs involving community participation. Collects, evaluates, and reports information regarding community needs and objectives; communicates findings to appropriate agencies for necessary action. Assists in the conduct of outreach programs. 5. Assists in mediating problems between the community and schools, hospitals, and other City agencies for residents and community groups in the City. 6. Works as a member of an interdisciplinary team assisting in providing supportive therapy and making referrals to City agencies, social service agencies, community organizations and other organizations that provide health and social services. 7. Counsels community residents, property owners, local businesses and groups on their rights and obligations and on available community and governmental resources. 8. Makes recommendations on effective mobilization for participation in community development and program feasibility and improvement. 9. Recommends policies, procedures, and priorities for City agencies in dealing with schools, residents, and community groups. 10. Interviews community residents and assists them in completing forms; completes other relevant reports and forms and performs related clerical work. In addition to performing duties of Assignment Levels I and II at a higher level, also performs the following: 1. Supervises the performance of liaison activities; may be responsible for an administrative area covering one or more field offices or operational units. 2. Recommends procedures for implementation and maintenance of effective community liaison or community programs. 3. Directs community research activities and provides for the dissemination of research data and other materials. 4. Maintains communication with local community leaders and groups, particularly in matters of relative complexity and difficulty; explains programs and policies. 5. Mediates problems between the community and schools, hospitals, residents, landlords and community groups. 6. Represents the agency or program or assigns representation at community activities related to agency or program concerns. 7. Participates in planning, organizing, and implementing overall community liaison programs with schools, hospitals, residents and community groups. 8. Represents a hospital or assigns representation at community activities relating to hospital and health care programs. 9. Supervises staff development and training of community liaison employees. 10. Performs field or office tasks as assigned. Minimum Qualifications 1. Four years of full-time experience in counseling, community work or community health activities in a government agency or community organization engaged in providing community services to the public, assisting members of the community in obtaining community services or maintaining liaison with schools, community organizations or other government agencies for the purpose of providing assistance and obtaining participation and support for implementation of community or public service programs; or, 2. Education and/or experience equivalent to (1 above). Study at an accredited college in Sociology, Psychology or other behavioral sciences may be substituted on a year-for-year basis for the experience described in (1 above).
