Commercial Director of Procurement and Contracts: Life Sciences - Cary, NC/Houston, TX/Indianapolis, IN Req 29400

Join Jacobs as the Commercial Director of Procurement and Contracts for Life Sciences North America (LSNA). The role leads strategic procurement and contract administration across major construction projects and programs, including an upcoming large/mega pharmaceutical project ($1B+) in North America. Until mobilization, the candidate will onboard with Jacobs and be immediately assigned to an in-flight project of similar size and complexity, to assimilate with Jacobs' ways of working and BeyondZero culture.

Responsibilities
  • Provide senior leadership for procurement and contract administration across enterprise, regional, and project levels.
  • Develop and implement strategic plans to support business goals and project execution.
  • Lead procurement and contracts teams, ensuring high performance and continuous development.
  • Maintain awareness of market trends, pricing, and resource availability to inform strategic decisions.
  • Accountable to VP or senior director of LSNA construction, Program Directors, or Regional Management.
  • Responsible for the quality, availability, and deployment of procurement and contracts personnel.
  • Advocate for Jacobs' procurement excellence and industry leadership.
  • Oversee full lifecycle of construction contracts: inquiry, award, execution (RFI, PCO, CO adjudication), and closeout.
  • Support dispute resolution and ensure compliance with legal and corporate standards.
  • Maintain effective documentation and systems to support contract management.
  • Direct procurement activities for materials, equipment, and subcontracted services.
  • Ensure timely delivery and performance across all procurement functions.
  • Establish and maintain performance metrics for cost savings, quality, and on-time delivery.
  • Recommend sources of supply, including minority and women-owned businesses.
  • Uphold and contribute to the development of company policies and procedures.
  • Ensure compliance with business ethics, safety, environmental, and quality standards.
  • Communicate effectively with internal stakeholders, clients, suppliers, and subcontractors.
  • Implement and manage procurement systems (e.g., SAP, Unifier, MS Office).
  • Review and update procedures to align with legal requirements and market innovations.
  • Bachelor's degree in Construction, Supply Chain, Business Administration, or related field; or equivalent years of experience in lieu of degree
  • 15+ years of experience in capital construction contracting and procurement leadership in an EPCM industry environment
  • 5+ years of experience in Biopharmaceutical/Life Science Manufacturing Projects preferred
  • Understands the technical, organizational, managerial and business issues related to Procurement on large, capital, projects
  • Understands overall corporate resources and capabilities of EPC/CM Projects
  • Ideally you'll have:
  • Masters degree in a business, construction, supply chain, or operations management field preferred, but not required
  • Strong planning and organizational skills with ability to manage multiple deadlines.
  • Proficient in SAP, Unifier, and MS Office (especially Excel).
  • Excellent verbal and written communication skills.
  • Demonstrated ability to lead teams and drive project completion.
