Job Description and Requirements:
The Applied Research Laboratory (ARL) at Penn State University seeks energetic, experienced, motivated, and technically skilled Solution Architects to join our teams in State College, PA.
We are looking for broad thinkers capable of leading technical and strategic discussions to support Cloud Technology Advancement and Technology Adoption research for the DoD, 4th estate, and IC communities.
Responsibilities:
- Lead technical system design and implementation of complex cloud-based architectures for critical national systems.
- Make key decisions on system implementation using cloud technologies.
- Develop understanding of customer needs and collaborate with engineers to realize project visions.
- Contribute to the development and delivery of custom applications and R&D solutions within a distributed team.
- Work in an agile environment with geographically diverse teams.
These roles vary by level, requiring a Bachelor's degree or higher in Engineering or Science and at least five years of related experience. Higher levels demand additional experience and education.

Required Skills and Experience:
- Experience with solutions/enterprise architecture for DoD, 4th estate, and IC (e.g., SAFe, DoDAF, Agile Design).
- Knowledge of cloud technologies, CI/CD, DevSecOps, and related implementation skills.
- Understanding of security practices, including encryption, TLS, and DoD security policies.
- Proficiency in Cloud Native Platforms (Docker, Kubernetes) and legacy platforms.
- Ability to prioritize tasks dynamically and work with Agile tools (Jira, Confluence, GitLab, Azure).
- Active DoD TS/SCI clearance.
- Minimum DoD 8140 / 8570 IAT II Certification (e.g., Security+).
Preferred Skills and Experience:
- Experience with TRL advancement, secure process automation, and deploying solutions in disconnected environments.
- Proficiency with GitLab, CI/CD, Terraform, Puppet, Ansible, CNCF Kubernetes, and software development in Python, Java, C.
- Knowledge of cloud networking, high-availability solutions, and program management responsibility.
- For higher levels, experience working with senior military or government officials, and advanced certifications (CISSP, CASP).
Remote work is limited and requires approval. Travel may be required, including international destinations, with short notice. All applicants must undergo a security background check and be U.S. citizens. Employment is contingent on a successful drug screen.
The salary range is $109,300 to $191,000, with details on Penn State's salary structure available separately.
