Shift Schedule: Monday-Friday 9AM-5PM Hours Per Week: 35 General Responsibilities: The Clinical Manager is a key leadership role responsible for managing the day-to-day clinical operations of the agency's homecare program. This includes overseeing nursing and field staff, ensuring compliance with all regulatory standards, supporting intake and service coordination, and maintaining high-quality, client-centered care. The Clinical Manager collaborates closely with administrative, HR, fiscal, and outreach departments to drive service quality, staff performance, and program growth. This position requires both office-based oversight and field presence to ensure service delivery excellence. Essential Duties and Responsibilities Clinical Oversight and Compliance
Supervise nursing and clinical field staff, including conducting performance evaluations, coaching, and mentoring. Monitor care plans to ensure services align with physician orders, patient needs, and NYS DOH regulations. Conduct home visits and assessments to evaluate staff performance and client care quality. Ensure accurate, timely clinical documentation and EMR usage in line with regulatory requirements. Participate in interdisciplinary case conferences, patient reviews, and quality assurance initiatives. Performs other duties as assigned. Policy and Program Management Develop and revise clinical policies, procedures, and workflows in alignment with agency goals and state/federal regulations. Evaluate and improve internal systems to maintain compliance with contractual, OMIG, and agency requirements. Support audit and survey readiness, including preparation and corrective action planning. Interdepartmental Collaboration Partner with HR to support effective staffing, scheduling, and performance management. Collaborate with HR/Compliance Team to ensure proper/timely workers' compliance with required skills trainings Work with the Intake Department to facilitate seamless client onboarding. Collaborate with the Fiscal Department to ensure efficient billing and payroll practices. Coordinate with Marketing and Outreach teams to support agency growth and service development. Training and Professional Development Provide orientation and ongoing training for new and existing clinical staff. Identify skills gaps and implement staff development programs. Deliver quarterly retention and service excellence training. Operations and Supervision Manage clinical complaints, investigate service issues, and implement corrective actions. Utilize reports and audits to evaluate workforce utilization and quality outcomes. Ensure program efficiency through regular workflow evaluation and team oversight. In the absence of the Director of Patient Services, assume management responsibilities for clinical operations. Qualifications: 1. RN degree and a minimum of 3 years'experience; 2. Valid license as a Registered Nurse in the state of New York; 3. Graduate from an approved schooI of nursing and holds an Associate Degree; 4. Minimum l year experience in home health care or community health experience; 5. Effective written and oral communication skills; 6. Demonstrated skills in data collection, Organization, and follow-through; 7. Proficient with Microsoft applications: Outlook, Word, Excel, and PowerPoint. 8. Experience in a nonprofit organization preferred. 9. Experience working with tablet-based communications a plus. PHYSICAL REQUIREMENTS: May encounter periods where walking and/or stair climbing is necessary. Physical agility with repetitive occurrence including but not limited to walking, climbing stairs, standing, and prolonged sitting Registered Nurse (RN) licensed in New York State (required). Bachelor's Degree in Nursing or related healthcare field; BSN preferred Minimum of 3-5 years of clinical experience in homecare, including at least 2 years in a supervisory or managerial role (preferred). Deep understanding of NYS DOH regulations for Licensed Home Care Services (LHCSA) and CHHA operations. Proficiency with EMRs, Microsoft Office, and healthcare-related software systems. Strong communication, organizational, interpersonal and leadership skills. Ability to work collaboratively across departments and manage a diverse workforce. Additional language skills (e.g., Spanish, Russian, Creole) are a plus. Working Conditions: Office-based with regular travel throughout service areas in NYC.
