This OpportunityFPA is currently searching for a full-time Civil/Site Project Managerin our Hackettstown, New Jersey Office. We are seeking a highly skilled project manager with 10 plus years of experience in Site Engineering, Land Development and Municipal Engineering with a NJ PE License.At FPA, our unwavering commitment to dedicated service and innovative solutions has empowered us to build thriving communities and expand our horizons.   • Maintain strong, ongoing relationships with municipal and private clients. Identify and pursue opportunities for project extensions and additional services.
  • Identify opportunities within existing client relationships to cross-sell FPA's multidisciplinary services.
  • Seek and develop new municipal clients and coordinate with the Department Manager for follow-up.
  • Attend relevant municipal and industry trade shows to expand FPA's presence and build relationships.
  • Stay current on competitor activity and market trends; communicate relevant updates to leadership.
  • Assist with preparation and delivery of client presentations and proposals, particularly for municipal RFQs/RFPs.
  • Evaluate project opportunities using the GO/NO-GO Matrix and advise on pursuit strategies.
  • Lead proposal development including scope, schedule, and budget; coordinate with Marketing Services and other technical departments.
  • Recommend sub-consultants for proposals and projects as appropriate.
  • Support the negotiation and review of municipal contracts, ensuring alignment with legal and risk management standards.
  • Set up project work plans, QA/QC procedures, budgets, and schedules; coordinate staffing and resource needs.
  • Communicate project roles, budgets, and timelines clearly to project teams.
  • Coordinate and oversee sub-consultant contracts and performance.
  • Serve as a liaison with municipal project managers and staff to ensure project alignment and resolve issues.
  • Submit change orders promptly; monitor and control project scope, schedule, and costs.
  • Conduct regular quality and productivity reviews of team members; initiate corrective actions as needed.
  • Engage in departmental and corporate improvement initiatives.
  • Review job cost data and initiate corrective actions where necessary.
  • Ensure timely billing and collections, and monitor client receivables.
  • Maintain organized and compliant project documentation per FPA's retention policy.
  • Recommend improvements to departmental or corporate policies and procedures.
Municipal Engineering Responsibilities
  • Serve as the primary client contact for municipal engineering assignments, including capital improvement projects, public works coordination, and infrastructure upgrades.
  • Lead preparation of municipal design plans, specifications, cost estimates, and bid documents.
  • Provide expert testimony and technical support at public meetings, Planning Boards, and Zoning Boards on behalf of municipalities or clients.
  • Coordinate with government agencies on permit applications, grants, and funding opportunities.
  • Manage compliance with municipal codes, regulations, and reporting requirements.
  • Collaborate with municipal officials, attorneys, and community stakeholders throughout the project lifecycle.
Qualifications
  • Bachelor's degree in Civil Engineering.
  • PE license in the State of New Jersey (required).
  • Certified Municipal Engineer License (preferred).
  • 10+ years of experience in Site Engineering, Land Development, and Municipal Engineering.
  • Proven experience testifying before municipal Boards as an expert witness on behalf of clients.
  • Strong business development skills with a track record of cross-selling multi-discipline services.
  • Demonstrated ability to manage risk and maintain positive client relationships without claims or disputes.
  • High business acumen and leadership skills aligned with the culture and values of FPA.

CompensationThe projected compensation range for this position is $120,000 to $155,000. Actual compensation will depend on factors such as experience, education and skill set.
