We are seeking a Professional Civil Engineer with a PE license to join an exciting client in the area where you would be responsible for overseeing and managing engineering projects, ensuring compliance with legal requirements, and maintaining the highest standards of construction and maintenance. This role requires a thorough understanding of engineering principles, road construction, and maintenance practices, as well as the ability to effectively communicate and collaborate with various stakeholders! Key Responsibilities:

  • Project Design and Implementation: Assess needs and design, develop, & implement engineering projects.
  • Legal Compliance: Review and approve project plans, ensuring compliance with legal requirements and specifications.
  • Construction Oversight: Monitor construction equipment operation & maintenance, and ensure proper use of materials such as concrete and asphalt.
  • Inventory Management: Monitor inventories and ensure cost-effective purchase and maintenance of supplies and equipment.
  • Personnel Management: Assist in supervising and directing personnel, including reviewing applications, making hiring recommendations, planning work assignments, and providing training.
  • ERC Role: Serve as the ERC (Emergency Response Coordinator) and maintain ERC Certification annually.
  • Communication and Negotiation: Cooperate, communicate, and negotiate effectively with co-workers, other departments, contractors, developers, property owners, and the public.
  • Confidentiality and Public Access: Provide public access to or maintain confidentiality of department information and records according to specific requirements.
  • Policy Compliance: Comply with all employer and department policies and work rules, including attendance, safety, drug-free workplace, and personal conduct.
  • Instruction and Presentation: Understand, memorize, retain, and carry out written or oral instructions, and present findings in oral or written form.
  • Project Planning: Plan and layout assigned work projects, applying knowledge of people and locations.
  • Teamwork and Independence: Work alone with minimum supervision and with others in a team environment, handling multiple tasks simultaneously and working rapidly for long periods, often under time pressure.
  • Budget Management: Develop and administer cost-effective annual and project budgets, develop bid specifications, and prepare reports as required.
  • Grant Administration: Seek and administer grants.
  • Emergency Response: Occasionally work extended hours and travel out of town for meetings, training, and/or seminars, sometimes overnight. Serve on 24-hour call and respond swiftly, rationally, and decisively to emergencies.
  • Driving: Possess a valid Indiana driver's license and demonstrate a safe driving record.
  • Technical Interpretation: Understand and interpret various state and federal grant regulations, forms, and guidelines, and various technical materials, including contracts, maps, and legal terminology.
  • Office Equipment Operation: Operate standard office equipment, such as computer, calculator, copier, fax machine, and telephone.

Qualifications:

  • Education: Bachelor's Degree in Structural Engineering, Civil Engineering, or Architectural Engineering.
  • Licensure: Possession of a valid Indiana professional engineering license (P.E.), or ability to obtain within 6 months.
  • Experience: Experience in an Indiana government agency .
  • Certification: Possession of and/or ability to obtain and maintain ERC Certification annually.
  • Knowledge: Thorough knowledge of engineering principles, road construction/maintenance, department goals and objectives, legal requirements, and construction materials.
  • Skills: Ability to assess county needs, design and implement projects, supervise personnel, communicate effectively, manage inventories, develop budgets, seek grants, and respond to emergencies.

Working Conditions:

  • Ability to occasionally work extended hours, weekends, and travel out of town for training/seminars, sometimes overnight.
  • Ability to occasionally respond to emergencies on a 24-hour basis.
