Typical Duties
- Performs technical, legal, and administrative duties in managing the official records of the City of Clovis to maintain the required historical municipal data. Is the official record keeper of all contracts, agreements, memorandum of agreement (MOA), easements, ordinances, resolutions, minutes and other legal documents between the City of Clovis and other entities.
- Attends all Commission, board and committee meetings of the City of Clovis. In coordination with City Administration and assigned department director(s) or staff prepares and disseminates meeting agendas. Transcribes the minutes of said meetings. Coordinates with Administration Executive Assistant/Assistant City Clerk to ensure appropriate levels of service, and coverage for meetings.
- Prepares ordinances and resolutions provided by the City Attorney, minutes or other assigned documents, for signature by the mayor or committee/board chairperson after each meeting; manages the publication of official notices, agendas, ordinances and resolutions. Maintains files and correspondence related to the City Commission, City boards, committees, and commission activities; maintains official files including the Municipal Code related to City ordinances, resolutions, contracts and other actions.
- Plans and coordinates City elections, coordinating with Curry County as necessary regarding election planning, voter education, community outreach, and election worker training for City elections; verifies city election district boundaries, voter registration and results, and certifies petitions in accordance with state and local law.
- Manages, oversees, and ensures compliance with the New Mexico Inspection of Public Records Act (IPRA) and the New Mexico Open Meetings Act (OMA); manages and oversees the records management plan, including record retention and destruction, to serve as the City's official custodian of record.
- Processes new liquor licenses, ensuring applicable public hearing notifications.
- Completes procurement activities for supplies, services, equipment, and other items related to position, ensuring activities comply with established policies and processes.
- Collects and analyzes data to provide accurate and timely information related to assigned functions and duties; if required, develops and presents information in clear and easily used formats at meetings; maintains regulatory compliance by keeping current on industry trends, regulations, and issues; identifies areas of concern to management for review and potential action.
- Reviews, maintains, and, updates records in various formats, mediums, and automated systems to ensure data integrity and adherence to internal controls, practices, and policies; evaluates programs, services, and activities to ensure customer and staff needs are met; demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless services.
- Attends New Mexico Municipal League Clerk's Subsection training and election school as needed.
RequirementsMinimum Qualifications
- Bachelor's degree in public, or business administration, or related field AND four (4) years of related administrative experience in a similar field.
