Who We Are

Juvenile Court Programs (JCP) is within the Court Programs Division in the Office of the State Court Administrator at the Oregon Judicial Department (OJD). JCP develops, implements, and evaluates juvenile court programs for statewide application in the courts and use by the public and government stakeholders. Juvenile Court Programs includes the Citizen Review Board (CRB), the Juvenile Court Improvement Program, the Juvenile Delinquency Improvement Program, the State Tribal Partnership Program, and Family Treatment Courts.

CRB is Oregon's foster care review program. This statewide program conducts federally mandated case reviews of children in foster care. The reviews are conducted by boards composed of volunteers appointed by the Chief Justice of the Oregon Supreme Court. There are 58 boards in 33 of Oregon's 36 counties and approximately 250 volunteers serving on the boards. Each board can have up to five members and two alternate members. CRB has dual legislative purposes: 1) to review the case plans of children in foster care to ensure the placements and services are appropriate and timely; and 2) to advocate for effective policies, procedures, and laws in the child welfare system.

Position Highlights

JCP is hiring a Citizen Review Board Program Manager to join our team.

In this role, you will oversee and manage the day-to-day operations of the CRB throughout Oregon. You will direct the collection and evaluation of CRB statistics on a statewide basis and make decisions about releasing data to agencies, legislators, and stakeholders. You will research, recommend, and develop new CRB policies, procedures, and forms for staff and external stakeholders. You will also manage the implementation of complex projects and initiatives.

Additionally, you will plan, assign, and evaluate the work of talented employees who perform a range of clerical and administrative duties. You will provide training and orientation to new hires, provide ongoing coaching, mentoring, and motivation for staff, oversee the recruitment of CRB volunteers, and help our field staff manage local volunteer boards. You will meet regularly with your staff to provide feedback and performance evaluations, resolve complaints and conflicts, and determine the team's training needs. You will review and approve leave requests and timesheets and will maintain personnel records. As hiring needs arise, you will help screen applications, conduct interviews, and hire staff.

You will perform high-level liaison work to develop policies, procedures, and laws that impact CRB operations. Working closely with our Juvenile Program Manager, Court Programs Division Director, and juvenile programs team, you will develop and implement short- and long-term strategic plans. You will develop strong working relationships with judges, trial court administrators, OJD staff, other governmental agencies, juvenile legal system partners (e.g., attorneys, the Oregon Department of Justice, the Oregon Department of Human Services, and the Court Appointed Special Advocates network), and community partners concerned with the CRB and the broader child welfare and juvenile justice fields. Part of your time will be spent participating on a variety of child welfare and juvenile justice committees and work groups.

Assigned tasks may be changed to accommodate workload and organizational needs.

Minimum Qualifications

The qualified candidate must have a bachelor's degree in public administration, court administration, business, management, or a closely related field.ANDThree (3) years of increasingly responsible management-level experience managing staff and volunteers that supports the duties, knowledge, skills, and abilities for the position.

OR

Any combination of education and experience equivalent to seven (7) years of experience that typically supports the knowledge, skills, and abilities for the position.

  • Experience managing staff, including hiring, training, motivating, providing feedback, setting goals, assigning and evaluating work, and handling discipline.

  • Experience planning, managing, and coordinating multiple projects and programs.

  • Extensive knowledge of the child welfare system, dependency case rules and processes, and the Citizen Review Board.

Working Conditions

  • This is a full-time position, and the work schedule is currently 8:00 a.m. to 5:00 p.m. Monday through Friday. This position is FLSA-exempt and ineligible for overtime compensation for hours worked in excess of 40 per workweek.

  • Some early-morning, evening, weekend, and holiday work will come in cycles, especially during legislative sessions, to meet deadlines and attend meetings.

  • Some in-state and overnight travel is required to visit local courts and to participate in meetings and events.

  • Hybrid work may be available for this position. All hybrid work assignments begin, end, or change only with administrative authority approval, and onsite availability is required as directed. You must have reliable Internet service at your remote work location. CRB staff are located across the state, which requires frequent use of video, instant messaging, email, and phone for remote supervision and collaboration.

  • Daily management and multitasking of projects with conflicting requirements, priorities, and deadlines.

  • This position maintains daily professional working relationships with judges, courts, agencies, and professionals under potentially adversarial conditions.

  • Frequent phone and in-person contact with people from diverse backgrounds.

  • Occasional phone and in-person contact with people who may be facing challenging life circumstances, highly stressful situations, or trauma.

  • Long periods of sitting or standing while working at a computer.

  • Must use, and be familiar, experienced, and comfortable with using, a full array of current software programs and other technology tools. Regular use of the following equipment: telephone, OJD-assigned computer with multiple monitors, copy machine, fax machine, and scanner.
