Mobile Money Rwanda Limited is recruiting a highly competent and self-motivated individual for the position below.

The Head of Technology is responsible for leading and driving the Technology strategy and roadmap for the company. The Head Technology oversees the deployment of IT assets, infrastructure and systems across the OpCo and manages their performance and usage. The role ensures that local instances of all platforms are integrated and that information security and privacy standards and protocols are complied with. The role leads teams across the following subfunctions: IT Service Management and Information Security.

The role reports to the MMRL CEO and is supported by Senior Managers and Managers. The incumbent will work with Group CTIO Digital and Fintech and maintain regular liaison with the Group Fintech Technology team.

Context

Fintech is entering a new phase where operational and commercial excellence is critical. A separate company has been set up to drive financial products and services to expand reach and speed of operations. There is an increased focus in the commercial areas, new products and services and scaling digital capabilities.

Key Performance Areas

The Head Technology will be accountable to achieve the following objectives:

Strategy Development and Implementation

  • Cascade the Group strategy to create a functional strategy aligned with the overarching business goals, under oversight of the CEO
  • Ensure effective implementation of the functional strategy by providing direction, structure, frameworks, models, plans and roadmaps
  • Oversee regular review of the functional strategy and roadmap, under oversight of the CEO, to ensure alignment with changing dynamics

Staff Leadership and Management

  • Source, induct and manage talent in accordance with legislative guidelines
  • Develop a culture of collaboration and effective teamwork
  • Ensure open communication channels with staff and implement change management where necessary
  • Define roles, responsibilities, individual goals and performance objectives for the team
  • Set KPIs and provide regular performance feedback through a performance review program
  • Develop and implement a training plan to build team skills
  • Manage resources in line with HR policy and legislation where necessary
  • Participate in leadership team and develop the skills of own team
  • Promote a fintech-centric and partnership approach to develop strong relationships with other groups and ensure governance adherence

Governance

Strategic Meetings

  • Participate and provide input in strategic meetings
  • Drive OpCo-wide transformation initiatives and elicit inputs from relevant parties
  • Provide inputs to ensure adequate risk mitigation and controls in the function
  • Evaluate SLAs and KPIs
  • Drive approval processes from CEO/Group on new initiatives
  • Allocate budgets for internal projects after sign-off from CEO/Group
  • Propose changes to initiatives, SLAs, policies and procedures

Escalations

  • Escalate issues with severe impact on time, scope, productivity, cost or resources to CEO/Group
  • Provide solutions for escalations affecting multiple processes/functions on the critical path of service delivery

Function Tactical

  • Monitor all projects within the function
  • Review objectives, targets and budgets under CEO oversight
  • Assess risks and dependencies and propose mitigations with guidance from the CEO
  • Develop and manage budgets where required
  • Sign-off changes and seek Management sign-off as needed

Performance

  • Monitor performance and alignment with the OpCo strategy
  • Approve SLAs and review exception performance

Reporting

  • Report monthly to the CEO on progress and metrics
  • Report ad hoc on specific projects as required

Budgets

  • Manage function budgets in line with objectives under CEO oversight
  • Manage project budgets in line with objectives under CEO oversight
  • Aim for least-cost operation in line with business drivers under CEO oversight

Operational Delivery

Functional Leadership

  • Monitor and align direction, strategy and results of the Technology Vertical with Group guidelines
  • Lead integrated solution development and problem-solving across the function
  • Measure value of the function to OpCo and Group and drive continuous improvement
  • Demonstrate the function's value to drive service acceptance and adoption

Delivery Leadership

As the delivery leader of the Technology vertical, the role is accountable for:

  • Strategy & Analytics, Budgeting, Data and Reporting: implement policies and ensure team compliance
  • Governance to manage consolidated OpCo Technology strategy, budgets and financials
  • Cascade the Group Fintech budget, analytics and reporting framework
  • Deliver results under the Group CTIO Digital & Fintech guidance with regular compliance reporting

Technology Operations

  • Lead architecture for system development and integration and support Group FinCo in architecture reviews
  • Monitor products, tools and technologies for architectural compliance
  • Support deployment of IT infrastructure and assets per Group standards
  • Lead deployment and maintenance of local instances of platforms across products
  • Manage IT incidents and escalate as needed
  • Lead testing, releases and change management for large-scale transformations
  • Oversee third-party service SLAs and performance
  • Incorporate data-centric practices and ensure data integrity and privacy compliance
  • Lead Information Security initiatives and governance in the OpCo
  • Other tasks as assigned

Managerial / Supervisory Responsibilities

  • Accountable for morale, performance, and development of the function's people
  • Approve work structures and coach direct reports
  • Ensure staff are led, motivated and rewarded to achieve KPAs
  • Provide coaching and personal development plans
  • Manage diversity and training needs
  • Motivate staff to meet deadlines and deliver high performance
  • Demonstrate leadership with integrity and presence
  • Support career development for direct reports

Job Requirements (Education, Experience and Competencies)

Education:

  • Minimum bachelor's degree in information technology, computer science, engineering, commerce or related field
  • Postgraduate qualification in MBA/Masters is an advantage

Experience:

  • Minimum 5 to 8 years relevant experience in a similar position with at least 3 years in a managerial role
  • Experience in Fintech, banking or financial services is mandatory
  • Successful track record as a senior management professional delivering technology products and services
  • Experience in a global/multinational enterprise with exposure to emerging markets
