The NYC Department of Environmental Protection (DEP) enriches the environment and protects public health for all New Yorkers by providing 1.1 billion gallons of high-quality drinking water, managing wastewater and stormwater, and reducing air, noise, and hazardous materials pollution. DEP is the largest combined municipal water and wastewater utility in the country, with nearly 6,000 employees. DEP's water supply system is comprised of 19 reservoirs and 3 controlled lakes throughout the system's 2,000 square mile watershed that extends 125 miles north and west of the City. The Chief Of Staff To The Chief Financial Officer And Executive Director Of The Water Board supports DEP's mission by ensuring the smooth functioning of the agency's business and administrative functions. Reporting directly to the Chief Financial Officer, the Chief Of Staff will be responsible for facilitating the Chief Financial Officer's executive policy direction and oversight of an approximately $2 billion annual expense budget and ten-year capital plan of over $33 billion. These resources fund DEP personnel as well as a vast array of maintenance, equipment, supplies and service contracts and a wide range of capital construction projects within the Agency requiring significant financial management and oversight. In addition, the Chief Financial Officer office oversees operations for the majority of agency administrative functions including revenue collections and customer service, procurement, audits, information technology, facilities, and human resources. The Chief Of Staff To The Chief Financial Officer's responsibilities will include, but not be limited to:
1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, public health, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a Juris Doctor degree from an accredited law school, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; or in management or methods analysis, operations research, organizational research or program evaluation; or in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management. Eighteen (18) months of this experience must have been in an executive, managerial, administrative, or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or 2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in 1 above, including the 18 months of executive, managerial, administrative, or supervisory experience, as described in 1 above.
Preferred Skills- Excellent organizational and communication skills, both oral and written - Ability to distill complex financial or operational information - Discretion and judgment in handling sensitive information - Experience serving in a chief of staff, strategic advisor, or project management role for a senior leader in government, finance, or large-scale operations - Familiarity with the structure, processes, and budgeting/procurement frameworks of New York City government and its oversight agencies - Ability to effectively analyze quantitative data and synthesize into decision-making memos, dashboards, and presentations for executive leadership and external stakeholders - Experience leading complex, multi-stakeholder - Proficiency in Microsoft Office Suite (Excel, Word, PowerPoint), SharePoint, and project tracking tools experience with financial or performance management platforms is a plus - Project Management Professional certified - Lean/Six Sigma certified - Master's Degree in Public Administration, Public Policy, Business Administration, Finance, or a related field strongly preferred.
