*ONLY OPEN TO CURRENT FULL-TIME ANNUALLY PAID PARKS EMPLOYEES*The Environment and Planning Division (E & P) protects, restores, cares for, and expands New York City Parks, nature, and tree canopy to maximize environmental health, community well-being, and resilience. A division with over 300 professional staff, E&P relies on digital applications, data management and analysis in the field and office for research, parkland real estate, planning, wetland management, capital project design, and operations including plant production, forest restoration, and tree care, among others.Major Responsibilities- Under general supervision of E&P Deputy Commissioner, with wide latitude for independent initiative and judgment, advance the division's mission through strategic use of data and information systems, analytics, research collaborations and partnerships, and product development initiatives that support innovative solutions and service delivery.- Develop and implement a forward-looking operational data and innovation strategy.- Champion a culture of evidence-based and data-driven decision making.- Oversee the division's, citywide data collection and analytics efforts, providing overall guidance and long-term direction.- Serve as subject matter expert to agency and city initiatives.- Oversee the design, development, and delivery of digital products and applications.- Lead procurement and contract negotiations for software and data tools coordinating with Parks IT and OTI.- Identify and deploy emerging technologies to leverage the latest research.- Lead digital transformation initiatives focused on knowledge management, data centralization, and expanding access to division data.- Manage the development and enforcement of data standards, governance frameworks, and records management, while leading enterprise knowledge management initiatives to enhance organizational learning, cross-team collaboration, and institutional memory.- Build and maintain partnerships across government and external institutions.- Lead, mentor, and support a multidisciplinary team.Work Location: Olmsted Center, QueensHow to Apply: Go to cityjobs.nyc.gov and search for Job ID# 724595.All applicants must apply via cityjobs.nyc.gov. Minimum Qualifications

1. A baccalaureate degree from an accredited college in computer science, engineering, human computer interaction, interactive media, digital and graphics design, data visualization, communication or a related field, and four years of satisfactory full-time experience related to the area(s) required by the particular position and a specialization in a relevant technology, process, methodology and/or domain; or2. An associate degree from an accredited college in computer science, engineering, human computer interaction, interactive media, digital and graphics design, data visualization, communication or a related field, and six years of satisfactory full-time experience related to the area(s) required by the particular position and a specialization in a relevant technology, process, methodology and/or domain; or3. A baccalaureate degree from an accredited college, and eight years of satisfactory full-time experience related to the area(s) required by the particular position and a specialization in a relevant technology, process, methodology and/or domain; or4. Education and/or experience which is equivalent to 1 , 2 , or 3 above.

Preferred Skills1. Excellent writing, analytical, organizational, communication and time management skills.2. Ability to communicate technical information in a condensed manner to various stakeholders.3. Experience working with City of New York agencies.4. Ability to work both independently and as part of a team to build and maintain partnerships.5. Deep familiarity with all aspects of agency operations.6. Ability to quickly learn the objectives, structures, operations, and policies of a new business area.7. Proficiency in Microsoft O365 Suite, Microsoft Dynamics, Microsoft Power Platform, ESRI Cloud/Enterprise Suite, Tableau, SQL, Azure Cloud Services.8.
