The Maryland State Retirement Agency (the “Agency”) manages the Maryland State Retirement and Pension System (the “System”), serving approximately 205,000 active members and over 175,000 retirees and beneficiaries. The Agency's Business Operations Office seeks a dynamic Chief Information Systems Officer (CISO) to support its mission.

Position Details

This is a Management Service position serving at the pleasure of the Appointing Authority.

Grade: INV0018

Location: 120 East Baltimore St, Baltimore, MD 21202

Main Purpose

The CISO is responsible for the strategic direction, control, development, and implementation of the Agency's IT program. This includes managing personnel, budget, and equipment to meet the Agency's technology needs, developing a six-year strategic plan, and contributing to overall business strategy. The role involves managing major IT projects, overseeing data management, security functions, and supporting high-availability systems such as the Agency's data centers and cloud services.

Key Responsibilities

• Develop and deploy Agency IT strategies
• Oversee IT functions and manage project resources
• Develop IT and security policies
• Operate data centers and hybrid-cloud services
• Lead systems development and security functions
• Manage high-availability online services and portals
• Act as the Agency's Security Officer
• Interact with clients to ensure satisfaction

Minimum Qualifications

• Bachelor's degree in computer or information science
• At least 5 years of experience in computer or information science

Preferred Qualifications

• Expertise in hybrid computing environments and cloud integration
• Experience with financial institution operations
• Master's degree or PhD preferred
• Certifications or experience in AI and Cyber Security
• 10+ years of experience preferred, but candidates with over 5 years are encouraged to apply
