Transportation Planning and Management (TPM) Chief Engineer

Transportation Planning and Management (TPM) is responsible for the safe, efficient, and environmentally responsible movement of people and goods on New York City's streets. The division's responsibilities include roadway project planning, design, technical analysis, street sign maintenance, transit development, freight mobility, and roadway markings. TPM's Design & Construction (D&C) unit oversees geometric design elements for NYC roadways, drawing on expertise from civil engineers, urban designers, planners, asset managers, inspectors, administrators, analysts, and others. Their work involves maintaining curb geometry, street plans, pavement markings, and island plans across NYC's extensive road network.

This role serves as the Chief Engineer for NYC DOT's TPM division, offering an exciting opportunity for an experienced engineer to oversee the Design & Construction (D&C) unit and provide engineering review on complex issues.

Key Responsibilities
  • Lead and manage the D&C team of 80+ staff, overseeing street design plans, markings, signage, and related activities.
  • Serve as a resource for design and engineering practices that enhance street and highway safety and operation.
  • Enhance D&C's quality, efficiency, and workplace environment through organizational development and process improvements.
  • Support quality standards and ensure legal and construction records are accessible and accurate.
  • Manage street markings and design changes, including contractor oversight and safety protocols.
  • Develop and implement a new Markings Management System to digitize records and work orders.
  • Collaborate with planning units on issues like Vision Zero, pedestrian and bicycle infrastructure, bus priority, and freight mobility.
  • Provide innovative solutions within a heavily regulated environment.
  • Qualifications
    • Valid Professional Engineer (PE) license in NY State.
    • Minimum 10 years of active engineering experience as a PE.
    • Knowledge of MUTCD, AASHTO Green Book, and NACTO guidelines.
    • Leadership skills to manage diverse teams.
    • Strong problem-solving and collaborative skills.

    Location: 33-00 Northern Blvd., LIC, NY 11101

    Hours: 35 hours/week, 9:00 AM - 5:00 PM
