Chief Code Officer

Join the City of Largo as a Chief Code Officer, where you'll lead meaningful work in the field, ensuring compliance with City Ordinances and the Comprehensive Development Code. This role plays a vital part in maintaining community standards by investigating resident complaints, identifying violations, and working toward effective resolution.

Essential duties and responsibilities:

Leadership:

Management:

  • Effectively manages assignments and priorities to ensure the fulfillment of projects, tasks, and responsibilities
  • Follows suggested procedures to assure the highest standards of risk management, employee safety, and risk avoidance
  • Supervises daily activities of Community Standards personnel
  • Maintains records of the Community Standards Code Officers
  • Prepares performance reviews of Code Officers

Technical:

  • Reviews cases of Community Standards personnel for presentation at the Code Enforcement Board and Special Magistrate meetings, and/or County Court
  • Makes presentations to the Code Enforcement Board and Special Magistrate at meetings
  • Prepares reports, drafts letters, and other types of written communication
  • Assists with the preparation of monthly statistical reports relating to Community Standards activity
  • Oversees Code Officers in their assigned area to identify violations of City Ordinances
  • Responds to calls for service to identify City Ordinance violations
  • Contacts, informs, and educates residents of identified violations and compliance deadlines
  • Issues Notice of Violations and follow-up letters on violations of selected City Ordinances
  • Follows up on identified violations to ensure compliance
  • Assists other City departments with investigations relating to various City codes and ordinances
  • Assists residents in obtaining compliance with various ordinances and laws
  • Oversees administrative aspects of the Angel Fund Residential Assistance Program

Emergency response status: As a condition of employment, City of Largo employees will be required to work as directed during an undeclared and/or a declared emergency. All employees are subject to recall around the clock for emergency response operations, which may require irregular work hours, work at locations other than the normal work location, and may include duties other than those specified in the official job description.

Minimum qualifications:

Education and Experience:

  • An Associate's degree from an accredited college and five (5) years of experience in code enforcement or law enforcement work and/or studies; or equivalency of education, training, and experience
  • Two (2) years of supervisory experience preferred
  • Must have and maintain Fundamentals of Code Enforcement and Administrative Aspects of Code Enforcement Certification from the Florida Association of Code Enforcement
  • Valid Driver's License

Knowledge, Skills, and Abilities:

  • Extensive knowledge of City and County codes and ordinances, and State Statutes
  • Embraces emerging technology and productivity tools with a willingness to learn new skills
  • Ability to:
    • read and interpret complex codes, ordinances, and permit documentation
    • prepares reports, drafts letters, and other types of written communication
    • meet and deal with the public in a tactful and courteous, yet firm manner
    • establish and maintain effective working relationships with staff, co-workers, officials, and the public
    • communicate effectively, clearly, and concisely both orally and in writing
    • track and follow through from the discovery of violations to compliance with approved standards

Work Environment & Physical Requirements:

Work Environment: 40% inside a climate-controlled building; 60% outside, including driving.

Physical Requirements: The essential functions of the job require: sitting approximately three (3) hours per day, standing approximately three (3) hours per day, and walking approximately two (2) hours per day. The job also requires frequent bending/stooping, fine manipulations, grasping, kneeling, pulling, pushing, reaching, repetitive motion, and lifting and carrying objects weighing up to 15 pounds; occasional lifting objects weighing up to 44 pounds. On rare occasions, the work requires climbing, crawling, and lifting/carrying objects weighing more than 45 pounds.

Sensory Requirements: Hearing: Ability to understand what others are saying in normal conversation, and on the telephone, and enough to hear traffic and dogs in the field. Speaking: Ability to communicate orally with others and speak effectively on the phone. Seeing: Ability to see and read computer monitor screens, operate a vehicle, detect code violations, and read normal and/or fine print.

Driving Requirements: Requires frequent driving and possession of a valid Florida Driver's License.

Technology: The work requires the ability to operate telephones, smartphones, tablets, photocopiers, printers, desktop and/or laptop computers, calculators, and all associated software. It also requires proficiency with computer hardware and software programs, including word processing, spreadsheet, and/or database applications, internet applications, and database management.

Tools: The work requires proficiency with digital cameras, radios, flashlights, light meters, various measurement devices, and sign removal tools.
