Summary:
This position provides strategic analysis, research, exercise development, and program management support for the Naval Treaty Implementation Program (NTIP). The work will be located at the Washington Naval Yard, Washington D.C.
Job Description
- Oversee employees on the Chemical Weapons Convention (CWC) Teams.
- Support the CWC Challenge Inspections (CI) Assistance Team.
- Assist in planning, facilitation, and observation of training and exercise events.
- Complete the NTIP CWC Certification Program via Joint Knowledge Online.
- Ensure milestones and deliverables are met on time and according to required criteria.
- Maintain and update Department of the Navy CWC CI documentation.
- Analyze program specifics and their relation to arms control treaties or U.S. policy.
- Participate in CIs and exercises as required.
- Assign, track, and communicate team tasks and activities.
- Work with the Government to identify and deploy qualified personnel.
- Assist NTIP staff in preparing instructional products, training plans, and exercises.
- Support planning, facilitation, and assessment of CIs and training events.
- Support treaty compliance and implementation plans.
- Conduct research, studies, and documentation; prepare reports and white papers.
- Review and assess international compliance reporting and certification requirements.
- Monitor data exchange and declaration requirements per laws and agreements.
- Familiarity with arms control initiatives and regimes.
- Analyze treaties, policies, and implementation plans.
- Act as a Subject Matter Expert on U.S. Government policy positions regarding arms control and nonproliferation.
- Use the C4I Suite for information management.
- Maintain and deploy inspection support equipment as needed.
Qualifications
- Secret Security Clearance.
- Bachelor's degree in business or management.
- 10+ years in arms control, with 7+ focusing on the Chemical Weapons Convention.
- Excellent communication skills, proficiency in Microsoft Office.
- Fluent in English, with strong presentation skills.
