The Family Independence Administration provides temporary help to individuals and families with social service and economic needs to assist them in reaching self-sufficiency via essential and diverse programs/services, such as temporary cash assistance, SNAP, childcare, eviction prevention services, adult protective services, job training, employment plans/support, domestic violence assistance, child support enforcement, etc.

Under the general direction of the Benefits Access Center Director, with wide latitude for the exercise of independent judgment and initiative, the Deputy Director of a Family Independence Administration Job Center is responsible for the organization, direction, and supervision of the Case Management, Case Establishment, and Case Support units which facilitate eligibility determinations for initial and ongoing public assistance benefits and all employment-related activities that will enable participants to achieve their maximum level of self-sufficiency.

This position is interchangeable and is utilized in any FIA Benefits Access Centers/Model Office locations or specialized Benefits Access/Model Office locations, including but not limited to, the Family Services Call Center, Union Square Job Center, Refugee Job Center, and Residential Treatment Services Center.

The Family Independence Administration (FIA) is recruiting for one (1) Administrative Job Opportunity Specialist NM I, to function as Benefit Access Center Deputy Director, who will:

  • Manage the activities of the Family Independence Administration Benefits Access Center staff involved in resolving matters related to public assistance client appeals, ensuring compliance with agency requirements for opening, reopening, denial, closing, case status changes, and benefit entitlements to prevent loss of public funds; ensure proper signage is posted.
  • Manage all aspects of application and recertification processes for public assistance, ensuring adherence to eligibility rules and timely processing to increase the Fair Hearing Win rate; manage case actions to ensure accuracy and payment accuracy rate.
  • Assist the Benefits Access Center Director in directing the activities of various program components, including the Family Services Call Center, Veterans Job Center, Union Square Job Center, Refugee Job Center, and Residential Treatment Services Center, designed to facilitate service delivery to specialized populations, minimize wait times, and support participants' self-sufficiency.
  • Determine training needs of Job Center staff; oversee planning and development of training curricula; monitor and evaluate training programs; assess training effectiveness; manage staff development initiatives.
  • Supervise the implementation of Welfare Reform initiatives focused on employment over welfare, personal responsibility, and community resources to help public assistance recipients achieve self-sufficiency.
  • Evaluate legality and appropriateness of case actions to ensure compliance with federal, state, and agency regulations through management audits; ensure error/fraud reduction programs are followed; respond to service complaints promptly and accurately.
  • Oversee referrals to the Office of Child Support Enforcement and other outside agencies as needed, in consultation with specialized staff.
  • Monitor the Fair Hearing process; improve the Fair Hearing Win rate; supervise and lead center employees; ensure timely compliance with Fair Hearing decisions.
  • Manage the accuracy and timelines of data entered into centralized computer systems for public assistance and food stamp benefits; coordinate with MIS for technical issues.

Hours/Schedule: 9:00 am – 5:00 pm.

Work Location: #38 Rider, 305 Rider Ave, Bronx NY.

Minimum Qualifications:

  • A baccalaureate degree from an accredited college or university, plus four years of full-time experience related to employment or economic support services, including at least 18 months in a supervisory or managerial capacity; or
  • A high school diploma or equivalent and eight years of full-time relevant experience, including at least 18 months supervisory or managerial; or
  • Equivalent education and experience as described above, with college credits substituting for experience on a 30 semester credits to one-year basis, but all candidates must meet the minimum education and supervisory experience requirements.

Preferred Skills:

  • Well organized, knowledge of Cash Assistance processes, superior leadership and supervisory skills, ability to work in a fast-paced, deadline-driven environment.
