Whether managing water treatment at the award-winning plant, maintaining the $730 million in infrastructure, or ensuring and protecting long-term water, Castle Rock Water has many opportunities available to learn and grow with the organization.Position Overview: The Asset Program Manager develops, leads and maintains the comprehensive geographic information system (GIS) and GIS centric Asset Management System (AMS) Program for the Department's investment in water, wastewater and storm water infrastructure.Work includes determining user requirements and overseeing all aspects of the asset management, the GIS system and the utility locate program within the department. This includes components, processes, and policies surrounding the collection, compilation and utilization of department asset data.Identifies and implements initiatives to create efficiencies in the use of GIS, asset data and engineering record drawings for integration into the GIS and AMS.Performs duties in a manner consistent with the stated values of the organization.Essential Duties and Responsibilities:
  • Supervises GIS technical staff and utility locate staff. Supervisory duties include hiring and training staff, and assigning, reviewing and planning work of others. Monitors performance, coordinates activities and allocates staff. Recommends new hires, transfers, promotions, and salary increases. Trains and mentors staff on sound planning practices.
  • Manages activities to develop, implement, support and maintain Castle Rock Water's GIS and Asset Management Systems, to include integration with other information tools (Granite CCTV/CRW), databases and programs.
  • Manages and organizes GIS datasets in the CR Water database using scripting and geospatial processing techniques to automate various GIS tasks or configuration management.
  • Leads the development and maintenance of a comprehensive inventory of assets, condition assessment of those assets, improving coordination and communication throughout the department, and refining the decision making process for asset management based on original service life, remaining service life, condition assessments, performance and/or potential risk based assessments, and capital replacement.
  • Oversees the department's GIS program.Defines and communicates program objectives and requirements, sets priorities, establishes policies and procedures for the collection and maintenance of CR Water GIS data, and performs short and long term program-related planning.
  • Oversees the CR Water Asset Management Program, infrastructure life cycle information and data that is used to inform the acquisition, operation, maintenance, replacement, and upgrade of assets.
  • Oversees the Department's underground utility locate program in compliance with Colorado Revised Statutes (Colorado 811).
  • Collaborates on new construction activities with Public Works, Parks and Recreation, Development Services, Fire Department and other departments in order to effectively communicate and manage CR Water infrastructure data and information.Collects, develops, and maintains accurate databases of CR Water-specific geospatial data using ArcGIS. Prepares and maintains GIS-based CR Water maps, including maps for new developments, utility locates and map books.Verifies collected data meets minimum accuracy standards.
  • Responsible for the collation and validation of asset data and meta data, to include collection and compilation of electronic drawings and asset attribute data from various sources into a format for input into GIS and AMS
  • Provides advice, support and training to Department users of GIS and AMS, including line and field staff, office support, and project managers, for recording of asset data, input of inspection and work order data, and utilization of the work order requests and reporting functions.
  • Monitors work in the identification, location and condition of fixed assets.Ensures data is correctly entered into the GIS and Asset Management System including asset information and GPS location.
  • Validates and maintains QA/QC of data on physical assets to include photo/video libraries, inspection history, repairs, failures and costs.Compiles, interprets and analyzes data for assessment reporting and/or summaries to management regarding assets.
  • Evaluates current trends in asset management principles, practices, procedures and technology; makes recommendations for implementation; assists in the development of operational priorities related to asset management.
  • Develops a defined program for sustaining the aggregate body of assets through planned maintenance, repair, and replacement.
  • Implements and manages information systems in support of these systems.Develops strategies, preventive maintenance management, renewal and replacement, financial planning approaches and benchmarks program information against other Municipalities.
  • Develops and maintains standard operating procedures for all processes and analyses required by the Asset Management Program. Provides training and technical support for both hardware and software issues.
  • Collaborates and coordinates with the Division of Innovation and Technology on the specification, procurement, deployment and maintenance of asset management software.
  • Ensures completed projects meet established program goals and standards defined within the Asset Management Program.
  • Ability to identify training needs and develop/implement tailored training and development programs for a broad range of personnel.Trains key CR Water staff on all aspects of the asset management program.
  • Advances the CR Water Department's interests in the utilization and integration of asset management systems town-wide.
  • Performs other duties as assigned or required.
Minimum Qualifications:An equivalent combination of education, training, and experience that demonstrates required knowledge, skills, and abilities may be considered.Education:Bachelor's degree in Geography, Cartography, Geospatial Information Systems or Information Technology.Experience: Three (3) years' GIS experience and two (2) years' experience in the asset management field including at least one (1) year of supervisory experience; or an equivalent combination of education, training, and experience. Experience with the creation, development, implementation, and operation of a Water risk-based and performance-based asset management program for water is preferred.Licenses and/or Certifications Required: A valid Colorado driver's licenseKnowledge, Skills, and Abilities:
  • Knowledge of the principles, practices and procedures of GIS and GPS instrumentation.
  • Knowledge of python or other relevant scripting languages.
  • Knowledge of the principles and practices of municipal capital project design and project management, civil engineering, surveying, construction inspection and program coordination.
  • Knowledge and ability to read and understand contractual agreements, technical reports, drawings and specifications.
  • Knowledge of Town, County, State and Federal codes and trade organization specifications.
  • Knowledge of operational requirements for water treatment facilities, conveyance and distribution infrastructure, booster stations, and wastewater lift stations.
  • Skill in the use of ESRI software products including ARCGIS, Arc reader, ArcGIS online geodatabases and Arc Catalog.
  • Skill in design, development and implementation of GIS data and applications.
  • Skill to enter and retrieve data in Supervisory Control and Data Acquisition (SCADA) System and Computerized Maintenance Management System (CMMS) programs.
  • Skill to analyze and present technical and financial information to a wide variety of audiences.
  • Skill to communicate effectively both orally and in writing.
  • Ability to read and understand written materials.
  • Ability to lead, assign and direct work assignment of others.
  • Ability to translate verbal communication into effective written material, such as reports and other documents, or explanations to developers and builders.
  • Ability to memorize situations, codes, details, laws, regulations, procedures and policies.
  • Ability to use spreadsheet, presentation and word processing software.
  • Ability to assimilate diverse data from various sources into cohesive, actionable intelligence.
