Job Opportunity With Nicollet County

This position assesses suitability for providing licensed child foster care, adult foster care, Community Residential Services (CRS), adoption services and family childcare. Trains, licenses, and supports approved child and adult foster care providers as well as approved family or special family childcare providers in Nicollet County on behalf of the Minnesota Department of Human Services (DHS) and the Minnesota Department of Children Youth and Families (DCYF). Investigates and completes dispositions for licensing complaints.

The duties include:

  • Determines eligibility for licensure within the family childcare, child foster care, adult foster care and Community Residential Services, including adoptive homes and local homes requesting approval through the Interstate Compact on the Placement of Children (ICPC) processes.
  • Develops and implements childcare and foster care recruitment efforts. Develops, updates and provides applicant orientation. Provides ongoing training to local providers.
  • Interprets MN Statute and Rule, as well as DHS and DCYF guidance regarding family childcare, child foster care, adult foster care, and CRS programs. Provides guidance to determine compliance by providers with rules and regulations. Conducts investigations of complaints and makes recommendations regarding negative licensing actions to DHS or DCYF.
  • Provides support, case management, and on-going eligibility determinations to licensed childcare and foster care providers.
  • Prepares information and recommendations in connection with court cases and appeals or other reconsideration proceedings. Testifies in court proceedings, interprets, and implements judicial findings and court orders.
  • Demonstrates effective written and verbal communication with clients, the public, and staff. Maintains good working relationships with clients and the public. Utilizes effective strategies to assist clients with limited English proficiency.
  • Maintains accounting of time using the Social Services Information System (SSIS) and other administrative tasks, including staff meetings, staff training and clinical supervision.
  • Maintains case records that meet federal, state, and local guidelines in a timely manner.
  • Assesses and updates the level of care needs of adopted children.
  • Provides general intake and emergency on-call social services.
  • Performs other duties of a similar nature or level.

Minimum qualifications include:

  • A valid drivers license; and
  • A bachelors degree in one (1) of the behavioral sciences or related fields including, but not limited to: social work, psychology, or nursing from an accredited college or university.

Preferred qualifications include:

  • A minimum of 2,000 hours of experience delivering social services to children and families, which can include volunteer time.
