J29's Capture Director will be responsible for leading and managing capture efforts for mid-to-high value government contracting opportunities. This role is critical to J29's growth, focusing on ensuring that opportunities continue to progress through our growth stages, leading to a successful pursuit and win.
Success in this role requires a proactive mindset, aggressiveness, strong business acumen, and the ability to navigate complex procurement environments independently. The Capture Director must be comfortable operating in a fast-paced, deadline-driven setting and possess the interpersonal skills to influence internal and external stakeholders with minimal oversight. This is a high-impact role with visibility across executive leadership and direct influence on revenue generation and strategic growth.
This position will report directly to the VP of Growth, with additional oversight by J29's President. J29's team of 275+ employees support health and human service missions at the commercial, State, and Federal levels that involve various operational needs to empower our work – including, technology, infrastructure, administratively, financially, and process improvement functions.
Duties:
Capture Strategy Development
Own responsibility for driving capture efforts following the qualification of an opportunity
Lead the development and execution of capture strategies for priority opportunities, including win themes, pricing, teaming, competitive analysis
Ensure that capture is involved in an opportunity all the way up to contract award and kickoff with client.
Internal Collaboration
Work with senior leadership, program team members, and other growth personnel to assess and qualify opportunities in alignment with company goals
Lead and support pricing, pre-proposal, and contracts negotiations tasks that are occurring for opportunities that are being captured
Collaborate with other J29 team members that you are relying on to advance capture efforts for a particular opportunity
Market Intelligence
Monitor client procurement trends, agency budgets, acquisition forecasts, and other relevant data/information that will help advance opportunities that are in pipeline
Proposal Support
Work closely with proposal staff to ensure capture strategies are reflected in proposal content and that proposals are compliant and compelling.
Experience:
6+ years of experience in federal government contracting, with at least 4+ years in capture management.
Proven success in managing and leading numerous captures for contracts (not IDIQs or BPAs) valued at $15M+, preferably in HHS, DoD, or VA
Win sheet may be requested from candidates at advanced interview stages in the process.
2+ years of experience operating in a small to medium sized growth team with defined capture processes
Deep understanding of the Federal Acquisition Regulation (FAR) and government procurement lifecycle.
Moderate to strong network within state and/or federal agencies and industry partners.
Familiarity withJIRA, Pega, ServiceNow or similar enterprise systems.
Ability to work independently and manage multiple capture efforts in a remote setting, with minimal oversight.
Experience with tools such as GovTribe, GovWin, SAM.gov, FPDS, and other competitive and market intelligence tools.
Education:
Required: Bachelor's degree in Business, Public Administration, or related field required.
Preferred: Master's degree or PMP certification is a plus.
Alternative certifications to the PMP will be evaluated.
