The Thurston County Central Services Department, located in Olympia, Washington, is seeking an experienced Capital Project Manager II to manage the design and construction of projects identified in the Central Services Capital Facility Plan. This position is primarily responsible for capital construction projects involving the design, repair, maintenance, renovation, replacement, and construction of facilities and associated infrastructure owned by Thurston County.

Essential duties may include, but are not limited to:

  • Writing scopes of work; requesting, reviewing, and overseeing design work; project estimating and scheduling; project and contract management; overseeing installation and construction; tracking expenditures, invoices, payments, and budgets; maintaining project documentation; preparing and presenting progress reports; and coordinating the work of consultants, contractors, and other management, engineering, operations, and/or maintenance staff as required for assigned projects.
  • Researching and troubleshooting problems in operational areas related to County facilities.

The position requires a self-disciplined, highly organized person who has excellent listening and verbal communication skills and problem-solving abilities. The successful candidate must display a professional demeanor, be adaptable, work well with others, and consistently display a high level of tact, discretion, and sound judgment. This position has a high degree of independence and will work under the general direction of the Assistant County Manager.

Who we areCentral Services provides diverse internal services to county offices and departments, including facilities operations and maintenance, vehicle and equipment fleet management, records management, surplus, and mail services. The department has 49 employees, supporting a county workforce of more than 1,000 employees.

Working ConditionsThis position is assigned a workspace at 3000 Pacific Ave. SE in Olympia, Washington, and may also be assigned to other work locations in the County. This position requires both office and field work and involves working both inside and outside during all weather conditions. This employee will be exposed to conditions and physical hazards associated with general construction. The ability to walk over rough and uneven terrain, climb ladders, and access confined spaces and hard-to-reach areas is required. This employee may be required to work extended and/or non-standard work hours based on construction schedules including early mornings, evenings, weekends, and possibly holidays. This position involves frequent travel to meetings, which requires driving.

Minimum Qualifications:

  • Bachelor's degree in civil engineering, construction management, architecture, or another closely related field and four years of related project management experience or other closely related experience. Additional experience can be substituted for education on a year-for-year basis.
  • Certification as a Project Management Professional (PMP) or similar industry recognized certification is highly desired.
  • The ability to operate a computer to keep records and review plans is required. Substantial contact with the public, contractors, and other County departments requires the incumbent to have the ability to communicate effectively.
  • Ability to use computers and related software to successfully perform essential job functions of the position.
  • A current and valid Washington State Driver's License.

Preference may be given to candidates with one or more of the following desired skills:

  • Certification as a Project Management Professional (PMP) or similar industry recognized certification is highly desired. Other desired certifications include the National Construction Management Association of America (CMAA) Certified Construction Manager (CCM) and the Federal Acquisition Certification for Program and Project Managers (FAC-P/PM) Level 2 Certification.
  • Ability to communicate effectively with the public, contractors, and other county departments.
  • Thorough knowledge of construction/contract administration; plans and specification development; construction inspection; interior space design/utilization; commercial building code; Public Works law; local government procedures; and building automation/systems/elements including architectural, structural, HVAC, electrical, security, water, gas, and sewer.
  • Demonstrated ability to write and edit logical, comprehensive, and concise plans, reports and correspondence. Exceptional interpersonal communication and customer relations skills.
  • Intermediate or advanced level expertise with Microsoft Word, Excel, and Project.
