Job Description:

This position is part of the Central Office Capital Finance team, which is responsible for the management H+H s capital budget.

  • Manage and perform capital budget planning for submissions to New York City Office of Management and Budget (OMB), including the submission of multi-year capital plan forecasts three times a year.
  • Prepare and manage capital spending request submissions to OMB on behalf of Central Office and facilities. Act as point-of-contact with OMB for capital spending request submissions.
  • Oversee all capital projects in the City s capital plan and Financial Management System as well as H+H s own financing instruments.
  • Assist in the development of reports and analysis related to debt instruments used to finance system capital projects and required documentation for City capital financing funds draws.
  • Facilitate budgetary planning process with Central Office divisions and facilities for facility infrastructure, equipment and information technology related capital projects for both City and non-City capital funds.
  • Manage and facilitate capital work group meetings to review capital funding requests. Interface with various program areas, public affairs, sourcing teams, facility etc. to validate and summarize such requests.
  • Perform financial and cash flow modeling and reporting.
  • Provide Finance Division oversight of Capital Restructuring Financing Program (CRFP) grants for H+H, including coordination with H+H program units and State Department of Health.
  • Perform grant reporting and grant funds distribution (including matching funds), and completion and communication of financial reports required by the state.
  • Maintain and update all data concerning CRFP commitments, liquidations, reimbursement requests pending with the State, reimbursements received, and matching fund documentation for five grant projects.
  • Develop and maintain templates and tools to track project progress, drive decision making, and facilitate communication, including status reports, dashboards, issue tracking and resolution lists, databases, distribution lists, and meeting facilitation. Supporting the development of annual and multi-year project budgets and implement budgetary controls.

Minimum Qualifications:

1. Master s degree from an accredited college or university in Accounting, Finance, Business Administration or a related discipline with an emphasis on accounting and financial systems; and two (2) years of responsible-level experience in fiscal management or administration with an emphasis on financial systems, management information and controls, one (1) year of which must have been in a responsible administrative or managerial capacity; or

2. Bachelor s degree from an accredited college or university in disciplines, as listed in 1 above; and three (3) years of experience, as described in 1 above, one (1) year of which must have been in a responsible administrative or managerial capacity.

Department Preferences

  • Preferably knowledgeable in City budget planning process, capital budgeting in particular;
  • Ability to organize one s portfolio and prioritize responsibilities; handle multiple tasks with ease, and complete tasks and projects on time and with high quality;
  • Ability to function proactively and independently;
  • Excellent written and oral presentation skills, delivery of well-structured messaging with coherent arguments and summaries to various stakeholders;
  • Willingness and ability to investigate matters independently as well as the awareness to escalate issues to supervisors when necessary;
  • Comfortable with constantly interacting with multiple internal and external stakeholders to request for information;
  • Attention to detail;
  • Demonstrate advanced-level skills in Microsoft Excel;
  • Prior experience with City Capital budget planning;
  • Working knowledge of federal and state healthcare initiatives and regulations, including the DSRIP Program.
  • Proficiency in Microsoft Office applications including Excel, Word, Outlook, and PowerPoint;
  • Proficiency in Windows and Internet use required.
