Summary
Coordinates purchasing services by acting as a senior-level buyer for the District. Performs specialized and technical duties associated with the purchase, delivery, and quality of supplies, equipment, services, and contract administration. Facilitates open-to-buy and specific product and service contracts, and coordinates assigned activities with other departments, outside vendors and agencies and the general public.
Distinguishing Career Features
This is a senior technical position that serves as a partial team leader, also serving as the District's senior-level Buyer. Advancement to this position would be through promotion and require appropriate purchasing, contract administration, and inventory control credentials as described below.
Essential Duties and Responsibilities
Specific duties may vary among departments, divisions and jobs. Incumbents typically perform a substantial portion or all of the following types of duties, as assigned:
1. Assists a Director by coordinating operational and support activities for purchasing services as they relate to procurement of goods and services. Assists in overseeing the daily work volume in purchasing.
2. Facilitates and prepares bid documents and requests for proposals. Works with department management and outside engineers or consultants to obtain specifications.
3. Assists District and college administration and management with contract discussions related to contract terms, conditions and processing.
4. Facilitates contract processing and reviews contract documents to ensure they meet established criteria and that all supporting documents meet the established criteria for the scope of work/project or other third-party contract provisions.
5. Coordinates chronological activities connected with bid processes, including references. Ensures compliance with applicable laws, rules and regulations.
6. Awards contracts to vendors based on successful bid and compliance with the District's purchasing policies, procedures, standards, and needs.
7. Periodically studies information and document flow through the Purchasing department. Suggests improvements that expedite decisions and purchasing activity.
8. Serves on behalf of the Director in his/her absence.
9. Performs other duties as assigned that support the overall objective of the position.
10. Contacts vendors for the purchase of equipment, goods, and services, negotiating price, quantity, quality, and delivery within authority limitations. Procures urgent materials through the most effective means, considering quality, availability, cost, delivery time, and probability of continued support. Tracks the status of handling of outstanding orders made to vendors either by way of internet or direct contact. Assures proper timing on release of orders per purchase order.
11. Researches and prepares lists of vendors, professional associations, advertising sources, and other categories to support the bid announcement process. Maintains relationships with vendors. Creates and maintains vendor files containing contact information, delivery, cost, and quality performance, and other information to support purchasing.
12. Interviews vendors for sources of supply, prices, product information, new products, standards and service record. Researches price, quality and availability of materials. Makes independent judgement on purchases up to authorized dollar limits and specifications.
13. Reviews and discusses requisitioned goods and services listed with requestors. Researches products, prices, delivery, other factors and selects optimal vendors. Works with requestors to make changes or correct errors to requisitions and verifies compliance with District policies and specifications.
14. Provides partial leadership over others in the department, and colleges on technical matters and questions.
15. Performs other related duties as assigned that support the objective of the position.
16. Required to abide by all District policies and procedures including Board Policy 3050 – Code of Professional Ethics.
Education and Experience
The position requires an Associate's degree in business, purchasing inventory control, materials management or equivalent and four years of progressive experience in a purchasing or distribution environment that involves contract administration, vendor selection, buying or items for recurring use, and inventory control. Or, any combination of education and experience which would provide the required equivalent qualifications for the position.
Knowledge of contract administration is desired.
This is a permanent, 12 months per-year classified position.
