Work is performed under the limited supervision of the Senior Budget Analyst.This is sedentary work requiring the exertion of up to 10 pounds of force occasionally and a negligible amount of force frequently or constantly to move objects; work requires reaching, fingering, and repetitive motions; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; visual acuity is required for preparing and analyzing written or computer data, and determining the accuracy and thoroughness of work; the worker is not subject to adverse environmental conditions. ESSENTIAL FUNCTIONS/TYPICAL TASKSResponsible for the review and analyses of financial data; assisting with budget preparation, providing support to departments; monitor revenues and expenditures to budget and evaluate for needed adjustments; responsible for preparing and maintaining budget spreadsheets, records and files.Assists in developing budget schedule and timelinesImplements cost allocations for various operations including utilities, copiers, phones, PC replacement, fuel, uniforms, vehicle maintenance, etc. for all fundsCollects performance data from departments to analyze performance and identify areas of need or weaknessUtilizes and updates business models in collaboration with departments to forecast future needsAssists with the development and presentation of the annual operating and capital budgets, as well as the financial information.Manages the collection of data for annual budget book preparationSupports departments in preparing budget requests.Responsible for preparing and maintaining year-end reporting and analyses.Assists with audit of Comprehensive Annual Financial ReportEstablishes performance targets based on research, analysis, and collaboration with departments.Assists in the preparation of supporting budget documents, including statistical data and other fiscal information.Analyzes current expenditures and revenues for patterns or potential problems.Estimates future revenues and expenditures.Conducts independent research and analysis.Performs related tasks as required. KNOWLEDGE, SKILLS AND ABILITIESGeneral knowledge of the functions and operations of municipal organizations; general knowledge of the theories, principles, practices and techniques of municipal accounting, finance and budgeting; general knowledge of the state laws and local ordinances applicable to budget preparation, approval and administration; general knowledge of research techniques, methods and procedures; ability to analyze and develop budget estimates independently; ability to conduct detailed research and prepare reports and findings independently; ability to establish and maintain effective working relationships with associates and the general publicEDUCATION AND EXPERIENCE:Any combination of education and experience equivalent to a bachelors from an accredited college or university with major course work in accounting, finance or related field and at least 2 years' experience in budget preparation and analysis.
