Job DescriptionDepartment OverviewThe duty of this department is to aid and inform taxpayers (general public, other government entities, etc.) with the Board of Revision. The Board of Revision ( BOR ) department assists the BOR with all clerical duties associated with the BOR process from application through appeal decision.Position SummaryThe BOR Hearing Officer-Seasonal serves the Lucas County Auditor's Office as an unclassified, at-will position and reports directly to the Auditor and serves as the Auditor's representative to the BOR. This position also serves to support real estate related inquiries and issues that arise, answering/resolving staff and citizen issues. Sound interpersonal communication skills, both written and verbal, are critical to the success of this role.ResponsibilitiesEssential Duties and Responsibilities
  • Serve as the Auditor's representative to the BOR.
  • Conduct hearings.
  • Provide assistance and information to county taxpayers (general public, businesses, realtors, attorneys, other government agencies, etc.) with the BOR process.
  • Help oversee the BOR process and ensure all deadlines/timelines are met.
  • Efficiently coordinate with the Treasurer's and Commissioners' offices on creating/maintaining hearing room schedules.
  • Responsible for training and updating staff on office/department policy and procedure.
  • Assist staff with taxpayers in resolving any problems, questions or concerns.
  • Deliver reports as requested by the Auditor and conduct performance evaluations as requested by the Auditor.
  • Represent the Auditor at meetings in and outside of the office when instructed by the Auditor
  • Provide back-up assistance to fellow BOR Hearing Officers when needed.
  • Carry out any other services/duties assigned by the Lucas County Auditor or her designee.
QualificationsMinimum Requirements
  • Bachelor's degree from an accredited college or university.
  • Must be motivated with a positive and professional attitude.
  • Exercise independent judgement and discretion to resolve complex issues under stressful conditions.
  • Display exceptional ability to proactively identify issues/problems and present solutions.
  • Display the ability to independently learn, follow and disseminate directions and directives efficiently.
  • Display sound understanding of office/department practices and procedures.
  • Ability to multi-task and prioritize/delegate assignments.
  • Ability to cooperate with co-workers on group projects.
  • Display exceptional customer service skills on a consistent basis.
  • Ability and willingness to get along with others (i.e. develop and maintain cooperative professional relationships), including but not limited to: colleagues, customers/citizens, and staff.
  • Outstanding interpersonal communication skills, both written and verbal.
  • Excellent work habits. Must be Accountable, Punctual and Dependable.
  • Consistently display working knowledge of office equipment and modern computer hardware and applications, including but not limited to: Microsoft Office, Microsoft Cloud, Google Chrome/Cloud, Oracle Cloud, Novel GroupWise, iasWorld/Tyler, AREIS etc.
  • Flexibility and willingness to adapt to changes in schedule; ability to work unusual hours, including nights/weekends, during project implementation.
  • Must abide by all laws and conduct all business in an ethical manner, both personally and professionally.
