Civil Service- Administrative Project Manager

Under the direction of the Director of Design & Planning, the Manager of Design assists with the coordination, oversight, and evaluation of design activities within the BQE, Design-Build and Emergency Contracts Unit and provides support to related construction activities. Specific duties and responsibilities include:

  • Serves as the primary communication link between Design/Planning and In-Field Construction activities.
  • Monitors and evaluates the performance of private consultants and contractors.
  • Assists the Director of Design & Planning in the evaluation of complex design reports, calculations, design plans, construction concepts, and construction schedules.
  • Assists in the development of Technical Specifications for Design-Build projects within the BQE, Design-Build, and Emergency Contracts Unit.
  • Documents progress and technical conclusions through reports, memorandums, tabulated registers, and presentations.
  • Ensures all work complies with Agency, City, State, and Federal guidelines and requirements.
  • Performs additional administrative and engineering functions as determined by the Director of Design & Planning and the Executive Director of BQE, Design-Build, and Emergency Contracts.
  • Preferred Skills include:

    • Analyzing and evaluating complex technical data related to bridge and highway projects.
    • Effective verbal communication with consultants, utilities, and agency representatives.
    • Supervising a staff of engineers in planning, organizing, and coordinating Design-Build projects and Emergency Contracts.
    • Writing clear reports, letters, memos, and correspondence.
    • Experience working in a Design-Build environment within transportation.
    • Ability to work under pressure and meet deadlines.
    • Developing innovative solutions for field conditions in Design-Build projects, Emergency contracts, and other projects.

    Minimum Qualifications

  • Baccalaureate degree in engineering, architecture, landscape architecture, construction management, urban planning, or related fields, plus five years of relevant experience, including two in a supervisory role; or
  • High school diploma or equivalent plus nine years of relevant experience, including two in a supervisory role; or
  • Equivalent education and experience, with credits for relevant college coursework, Master's degree, Juris Doctor, or professional licenses.
  • Preferred Skills

    • Technical analysis skills for bridge and highway projects.
    • Effective communication and supervision skills.
    • Experience in Design-Build transportation projects.
    • Ability to meet deadlines and develop solutions for field conditions.
