Job Description Department: Human Resources and Talent Development
General Statement of Job The Benefits Specialist administers various employee benefit plans such as life, health, dental, and disability insurance, pension plans, sick leave, and leave of absence. Responsible for workers compensation reporting, administering eligibility under the Affordable Care Act, performing standard payroll processing functions, and maintaining compliance with state and federal requirements.
Specific Duties and Responsibilities Essential Functions: - Coordinates and administers employee benefit plans.
- Serves as the first point of contact for employee benefit inquiries.
- Assists employees, former employees, and retirees with plan related questions and requests for COBRA, eligibility, life events, open enrollment, and retirement.
- Administers reporting for tracking eligibility under the Affordable Care Act and maintains compliance with state and federal requirements.
- Responsible for workers compensation reporting and compliance; follows-up with employees, providers and insurance vendors for all cases until closed.
- Conducts new employee orientation and training and enrolls new employees in benefit plans.
- Maintains vendor contact to investigate discrepancies and provides information in non-routine situations.
- Provides vendors with appropriate documentation for work related injuries/illnesses, life, pension, and disability benefits claims.
- Evaluates and compares existing employee benefits with those of other employers by analyzing plans, surveys, and other sources of information; provides recommendations for review by management.
- Tracks leave reporting and conducts leave audits.
- Prepares all payroll maintenance and supporting documentation in a timely manner to comply with applicable federal and state laws and College policies and procedures.
- Performs standard payroll processing functions to ensure timely processing and compliance to regulations and policies as required by law.
- Reviews and audits web-time entry timesheets and monthly leave reports.
- Creates, reviews and audits Banner payroll system reports to support accurate, timely payroll processing and internal and external compliance.
- Prepares and submits reports to state agencies and/or appropriate parties in a timely manner and/or as required by agencies.
- Reviews medical support order reports from the Office of the Attorney General.
- Assists with processing Institutional Tuition Grant applications and Tuition Reimbursement applications for eligible employees, as well as maintaining application logs.
- Assists with coordinating and attends annual enrollment, benefits, wellness, and retirement fairs, as needed.
- Maintains confidentiality regarding employee information, as required.
- Travels throughout the college district, as needed.
- Performs other duties as assigned.
Required Education and Experience - Bachelor's Degree in Human Resources, Business Administration, or other related field required.
- At least two (2) years of experience in benefits or human resources in a higher education setting, preferred.
Required Knowledge, Skills and Abilities - Excellent oral, written, presentation, and interpersonal communication skills.
- Strong computer skills with knowledge of Microsoft Office including, but not limited to, Word, Excel, PowerPoint, and Outlook, the Windows environment, and internet research skills.
- Knowledge of Banner enterprise resource planning system, preferred.
- Strong analytical, critical thinking, and problem solving skills and the ability to exercise discretion and sound judgment.
- Ability to prioritize, organize, and complete multiple tasks within stated deadlines.
- Demonstrated ability to pay close attention to all details; proofreads all data on a regular basis.
- Ability to adapt to constant change and periods of fast-paced, high-intensity work situations.
- Ability to work independently as well as a team player within department and with others.
- Ability to work evenings and/or weekends as needed; willing to travel throughout the college district using own means of reliable transportation.
