Position Title: Benefits and Leaves Administrator Program(s) and Location: Administration (Sacramento, CA) Schedule: Full-time, Non-Exempt, 40 hours per week, Monday - Friday 8:00am-4:30pm Pay rate: $28.67 hourly About the Position: The Benefits and Leaves Administrator is responsible for managing and administering employee benefits programs, ensuring compliance with regulations, and providing excellent service to employees. This role plays a critical part in the day-to-day operations of the HR department, particularly in supporting the organization's benefits strategy and contributing to overall employee well-being and satisfaction. Essential Duties & Responsibilities:

  • Serve as the first point of contact for employees, providing support on HR-related inquiries, including but not limited to benefits, leave of absence, ACA, ADA, workplace policies, and Workers' Compensation.
  • Serve as lead resource for input, maintenance and quality checks of benefits in HRIS system.
  • Oversee maintenance of employee benefit files, maintain group benefits database and update employee records.
  • Serve as primary contact with carriers and third-party administrators regarding all benefits issues, and claims.
  • Responds to benefits inquiries from employees relating to status changes, plan provisions, and other general inquiries.
  • Administer employee benefits programs as well as with benefits enrollments, plan changes and benefit related claims, prepare and conduct benefits meetings.
  • Conduct benefits orientations and explain benefits enrollment systems, prepare and distribute benefits enrollment materials and document administrative procedures for benefit enrollments.
  • Monitor activity of the weekly Electronic Data Interchange (EDI) and performs quality checks of electronically processed enrollments and terminations for the Agency's insurance plans and COBRA notifications.
  • Monitor monthly enrollments in the High Deductible Health Plan (HDHP) and set up Health Savings Accounts (H SA) with the bank. Enter HSA direct deposits in HRIS system.
  • Generate the annual census for benefits broker.
  • Conduct the annual Flexible Spending Account (FSA) Discrimination Testing to ensure government compliance for the Agency's Cafeteria 125 Plan.
  • Review annual compliance of ACA documents.
  • Coordinate the annual Benefits Committee and annual open enrollment; annually update all benefit premium changes with the Agency's cafeteria plan administrator and HRIS system.
  • In conjunction with the Agency's benefits broker, review and update the annual Benefits Guide.
  • Complete and update annual changes to the Agency's benefit plans, (including health, dental, vision, life insurance, Flexible Spending Accounts (FSA), etc.), securing necessary signatures on plan documents and preparing related reports.
  • Update/Maintain the Agency's internal website with all benefit-related material, forms, EOC's, SBC's and privacy notices.
  • Process FMLA/CFRA, PDL, ADA leave of absence requests, disability paperwork, FMLA, medical and personal leaves.
  • Acts as a liaison to payroll team to accurately update employee records.
  • Serve as a resource to managers and employees relating to all Agency leaves of absence, State Disability Insurance (SDI), Paid Family Leave Insurance (PFLI) benefits, and personnel policies and procedures.
  • Prepare and submit annual benefit census, discrimination testing and ACA filing.
  • Submit/file all Workers' Compensation claims with the carrier, and work closely with the Agency's Workers' Comp carrier regarding claims and related issues affecting insurance coverage. Continue to closely monitor and coordinate open claims with carrier, treating physician and employee until closed.
  • Process monthly billings and administrative fees for all group plans accurately and timely.
  • Utilize extensive knowledge in all aspects of human resources, especially wage and hour law.
  • Ensure the protection and confidentiality of all Protected Health Information (PHI) by following all policies and procedures in the Agency HIPAA Manual.
  • Research, explore, recommend, design and implement new programs to ensure best plans, value and options for employees.
  • Prepare employee reports for budget, incentive programs and other benefits reporting requirements and requests.
  • Prepare required Federal and/or California State reports (EEO-1, OSHA 300, etc.), as well as special reports for governmental agencies (Medicare, etc.), Agency funding sources/contracts, and/or insurance carriers.
  • Ensure that Unemployment Insurance Claim Forms and related documentation are submitted to the Unemployment Insurance Administrator who shall respond to Employment Development Department (EDD) claims on behalf of the Agency. Review and respond to unemployment claim and workers comp claims with appropriate documentation. Review unemployment statements.
  • Adhere to all safety policies and procedures as outlined in TLCS' Illness and Injury Prevention Plan (IIPP).
  • Enter and ensure the accuracy of all benefits information in the HRIS.
  • Predictable and reliable attendance.
  • Serve as a backup for HR Generalist (Workforce Operations) and Recruiter as needed.
  • Other duties as assigned.
Qualifications:
  • Bachelor's Degree from an accredited College and/or University in Human Resources, Business Administration or other related fields required. SHRM-CP or PHR is desirable.
  • In depth, working knowledge of federal and California State employment laws and practices, especially with ACA, ADA, ERISA, COBRA, FSLA, DLSE, 401K, Worker's Compensation, Cafeteria Plan or Section 125 Plan and wage and hour laws.
  • Minimum of 3-5 years' experience administering benefits and extensive knowledge of HR functions with an emphasis in benefits administration.
  • Minimum of two years of experience with ADP workforce Now Payroll and ADP's HRIS is highly desirable.
  • Non-profit social services experience is desirable.
Certificates, Licenses, Registrations:
  • SPHR, PHR or PHR-CA Certification is desirable.
  • Provide own vehicle, possess a valid California Driver's License and current vehicle insurance. Driving record must meet, and continue to meet the generalized driving guidelines used by our insurance broker.
  • Must have at least 3 years of driving experience.
Other Skills, Abilities, and Job Requirements:
  • Ability to pass clearance of the Federal Bureau of Investigation (FBI) and/or Department of Justice (DOJ) background screenings
  • Consumer of mental health services or a family member of a mental health consumer is desirable
  • Work overtime as requested and approved, including after-hours duty as needed
