Description/Job Summary The Benefits Administrator is responsible for the comprehensive administration of BCCC's employee benefits and rewards programs. Reporting directly to the Assistant VP, HR/CHRO, this role plays a key part in supporting the college's strategic HR initiatives by managing and enhancing programs that attract, retain, and engage employees. This position manages the day-to-day operations of group benefits programs, including but not limited to medical, dental, vision, life insurance, flexible spending accounts, short- and long-term disability, retirement plans, and 401(k) offerings. In addition, the role supports classification and compensation initiatives and leads wellness program development. Responsibilities/Duties Health Benefits
  • Administer day-to-day and deliver exceptional customer service to employees and retirees regarding benefits and total rewards programs.
  • Manage benefits enrollment, changes, terminations, and respond to employee inquiries.
  • Develop and distribute communication materials for benefits orientations, open enrollment, and summary plan descriptions.
  • Provide clear, accessible information through orientations, benefit booklets, website content, and events such as benefits fairs.
  • Assist employees and retirees with complex benefits issues, including COBRA continuation, claims coordination, and form completion.
  • Coordinate short- and long-term disability claims with carriers and employees.
  • Conduct retirement counseling and support health insurance continuation for retiring employees.
  • Present benefits and retirement information during new hire orientation and coordinate the Employee Assistance Program (EAP).
  • Plan and execute the annual benefits fair and related outreach initiatives.
Retirement
  • Interpret and apply retirement regulations, and college/state policies accurately.
  • Analyze and resolve employee retirement-related inquiries with professionalism and clarity.
  • Provide retirement planning guidance in alignment with college policies.
  • Communicate retirement benefits information effectively to employees.
  • Ensure retirement plans remain compliant with federal and state regulations.
  • Present retirement benefits during orientations and other employee events.
  • Perform additional duties as assigned by the CHRO or designated administrator.
Wellness
  • Develop, implement, and manage wellness and well-being initiatives that support health and engagement of BCCC staff.
  • Assess employee wellness needs through surveys and data collection; design and evaluate programs such as fitness programs, stress management workshops, health education, and financial literacy.
  • Promote employee participation through targeted communication, marketing materials, and outreach.
  • Oversee the budget for wellness initiatives, tracking expenses, and ensuring cost-effectiveness.
  • Ensure that all wellness programs comply with applicable laws, regulations, and college policies.
  • Performs other duties as assigned or requested.
Classification & Compensation
  • Ensures organizational compliance with federal, state, and local employment laws and regulations, including wage and hour laws, and employment, as well as leave management.
  • Oversee the College's classification and compensation program.
  • Assist in the implementation and monitoring of classification and compensation related policies and procedures.
  • Monitors the effectiveness of classification and compensation policies, practices, and regulations, coordinates implementation and provides guidance to employees.
  • Conduct job evaluations, evaluates Fair Labor Standards Act (FLSA) exemption status.
  • Provide information and guidance to employees in areas of classification and compensation regarding processes, procedures and program requirements.
  • Create and maintains Standard Operating Procedures (SOP) for all major processes and annual projects.
  • Maintain job classifications. Gather position and classification information through interviews with employees, management, and other job experts.
  • Perform FLSA reviews and determine appropriate status.
  • Prepare analytical reports to support recommendations.
  • Performs other duties as assigned.
Physical Requirements
  • Sitting in a normal seated position for extended periods of time.
  • Occasionally lifting, carrying objects weighing 10 lbs. or less.
  • Occasionally pushing and pulling objects weighing 30lbs. or less.
Required Qualifications Education:
  • Bachelor's degree in human resources, business administration or related field.
Experience:
  • Six (6) years of experience in human resources, which must include experience in the following:
    • Benefits and Retirement Administration
    • Classification & Compensation
    • Wellness Programs and EAP
    • Administration and facilitation of FMLA, ADA, and FLSA).
  • Workday, Banner and/or other ERP/HRIS Systems
  • NeoEd/NeoGov Applicant Tracking System or other similar Applicant Tracking Systems (ATS)
Preferred Qualifications
  • Master's degree in public administration, business administration, human resources management, or related field
  • SHRM/HRCI or IMPA Certification(s)
  • Eight (8) years of diverse human resource experience in the identified areas.
  • State of MD Retirement Coordinator
  • SHRM/PHR Certification or IPMA Certification.
  • Professional certification such as Certified Compensation Professional (CCP) or Certified Benefits Professional (CBP) is preferred.
  • Public Notary

  • Proven experience identifying and implementing process improvements in benefits and compensation administration.
  • In-depth knowledge of employee benefits regulations, including ERISA, HIPAA, COBRA, and ACA.
  • Strong analytical and problem-solving skills, with the ability to interpret complex data and develop actionable insights.
  • High attention to detail and accuracy in all aspects of work.
  • Exceptional organizational and time management skills, with the ability to manage multiple priorities and meet deadlines.
  • Proficiency in Microsoft Office Suite, particularly Excel, for data analysis and reporting.
  • Ability to develop and document policies and procedures effectively.
  • Creative and strategic thinker with the ability to develop innovative solutions to complex benefits-related issues.
  • Demonstrated leadership in resolving technical and operational challenges.
