IN ORDER TO BE CONSIDERED FOR THIS POSITION, CANDIDATE MUST BE SERVING PERMANENTLY IN THE TITLE OF ADMINISTRATIVE STAFF ANALYST, BE REACHABLE ON THE CIVIL SERVICE LIST, OR ELIGIBLE UNDER THE 55A PROGRAM.

Position Overview

The Associate Commissioner for Grants and Fiscal Management (GFM) directs and manages activities in two key agency units: Grants Administration and Fiscal Affairs. Responsibilities include developing financial and grant funding strategies, overseeing accounting for expenditures and receivables, and ensuring compliance with federal, State, and City regulations. Collaboration with other agency leaders to meet project goals is essential.

Grants Administration

This unit manages federal and State funding, submits grant applications, establishes agreements, and coordinates with City agencies and non-profits on compliance and audits. It handles flow of funds through the city's budgets and manages reimbursement processes.

Fiscal Affairs

Comprising four units—Contract Payments, Accounts Payable, Revenue/Receivables, and Support Services—this office manages payments, coordinates with vendors, and monitors spending to ensure compliance with directives from the Office of the Comptroller, NYCDCAS, and the Office of the Mayor. It also manages reimbursements for grants and capital projects.

Minimum Qualifications
  • Master's degree in relevant fields plus two years of professional experience, including 18 months in a supervisory capacity.
  • Baccalaureate degree plus four years of experience, including 18 months supervisory experience.
  • Associate degree or 60 semester credits plus six years of experience, including 18 months supervisory experience.
  • High school diploma plus eight years of experience, including 18 months supervisory experience.
  • Combination of education and experience as specified, with at least two years of relevant experience and 18 months supervisory experience.
