Santa Rosa Water's Storm Water & Creeks team is dedicated to making Santa Rosa a better place by enhancing creek health through restoration and community involvement, providing biological and engineering services, and managing storm water runoff to preserve and restore water quality and minimize flooding. We are seeking an Associate/Assistant Engineer to serve as the City's lead drainage and Low Impact Development (LID) engineer to coordinate projects across City Departments. The Storm Water Engineer will help implement the Storm Drain Master Plan (in development), coordinate storm drain mapping, manage flood studies, and allocate drainage funding (including estimates and project scoping) for drainage improvement projects. THE POSITION:Associate Civil Engineers and Assistant Engineers perform professional engineering work in the planning, investigation, design, analysis, construction, and inspection of public works, utilities and related projects, or the investigation, review and inspection of private development projects.Development Services Division providesengineering services throughout the various development phases of both private residential and commercial projects, as well as ensures the safety and quality of construction activities within the public right-of-way.Capital Projects Engineering Divisionis responsible for design and construction management of projects to rehabilitate, upgrade and expand the City's water infrastructure, including the sanitary sewer collection system, water distribution system and water reclamation and reuse systems.Depending on qualifications and experience, successful candidatesmay be appointed at the level of Associate Civil Engineer or Assistant Engineer.

THE IDEAL CANDIDATE:

The ideal candidate is passionate about the many facets of storm water engineering including infrastructure design and plans, Low Impact Development, permit and policy compliance, and funding. They will have experience planning and managing multiple projects, designing infrastructure, and conducting permitting review for commercial and public projects. They will be customer service focused and able to collaboratively interface with internal and external clients, including contractors, fellow engineers, members of the public, and governing boards or councils. Excellent written and verbal communication skills and proficiency in a variety of computer programs are vital. Experience working on storm water infrastructure design, including developing and reviewing construction plans, specifications, and engineer's cost estimates is highly desirable.

• Assist in the solution of complex technical problems
• review work completed by technical staff
• review reports and check plans for conformance with design standards, codes and regulations
• investigate field conditions affecting property owners, contractors and maintenance operations
• respond to inquiries and complaints from the public by mail, over the telephone, and/or at a public counter
• make field inspections of buildings and/or utility, drainage, and street infrastructure under construction to insure proper execution of critical structural phases as designed and shown on the approved plans or otherwise required by applicable special provisions, design standards, codes and ordinances
• make field investigations of existing improvements, buildings and infrastructure and prepare reports based on findings
• research publications and other sources of industry information related to assigned projects
• coordinate activities with other City departments, divisions and sections and with outside agencies
• if registered, sign and stamp civil engineering documents including studies, reports, plans and specifications

Examples of additional duties performed in Engineering Development include:

• research project design requirements
• perform complex calculations and prepare estimates of time and material costs
• review special engineering studies and reports
• coordinate neighborhood meetings and public information dissemination related to assigned projects
• supervise and participate in the review of plans and development proposals for the construction of water utility, street, storm drain, sewer line and related public infrastructure projects
• develop and/or revise design and construction standards for public works structures and appurtenances
• make presentations to the City Council, the Planning Commission and to various other boards and commissions
• investigate and prepare engineering conditions of approval for tentative maps, utility certificates, building permits, design reviews and conditional use permits
• review plans to ensure compliance with current storm water regulations

Examples of additional duties performed in Capital Projects Engineering include:

• administer contracts for construction projects
• supervise and participate in the preparation of plans and specifications for the construction of water, sewer, sewage treatment, street, storm drain, bicycle/pedestrian, traffic signal, creek restoration and other public infrastructure projects
• perform complex calculations and prepare estimates of time and material costs
• prepare estimates and feasibility reports for new or modified services and structures
• prepare special engineering studies and reports
• coordinate public information and/or education programs related to assigned projects
• make presentations to the City Council, Board of Public Utilities, and to various other boards and commissions
• develop and revise design and construction standards for public infrastructure
• research project design requirements
• assign investigation, design, AutoCAD, and drafting tasks to technical staff
• supervise, train and evaluate assigned technical staff
• collect field samples for testing and analyze test results
• order survey, mapping and data collection
• serve as staff to a variety of City commissions, boards and committees on public works or utility matters

A typical way to obtain the knowledge and abilities would be: Experience - Associate Civil Engineer: Sufficient engineering experience comparable to the level of an Associate Engineer in the City of Santa Rosa to demonstrate possession of the knowledge and abilities listed on the job description; Education- Equivalent to a Bachelor of Science degree in engineering or a related field.

Required License(s): This classification requires the ability to perform work at various locations. Individuals must be physically capable of operating a motor vehicle safely and possess a valid California driver's license, or be able to demonstrate the ability to travel on scheduled or unscheduled visits to various City facilities or work locations which may or may not be reachable by public transportation.

Professional Registration: Possession of a certificate of registration as a professional engineer in civil engineering in the State of California prior to appointment is required.Assistant EngineerKnowledge of: Principles and practices of engineering as applied to public works, utilities, building construction or structural design; methods, materials and techniques used in the construction of public works, utilities, or building construction projects; modern developments, current literature and sources of information regarding engineering; computer aided design, modeling and other software applications.

Experience and Education: Any combination equivalent to experience and education that could likely provide the required knowledge and abilities would be qualifying. A typical way to obtain the knowledge and abilities would be: Experience- Sufficient years of experience in professional engineering work to demonstrate possession of the knowledge and abilities listed on the job description; Education- Equivalent to a Bachelor of Science degree in engineering or a closely related field from an accredited college or university. Possession of an Engineer-in-Training certificate at the time of appointment may be substituted for the education requirement.

Required License(s): This classification requires the ability to perform work at various locations.
