ITS provides operational support to state agencies on a 24x7x365 basis; some positions may be required to provide this critical service at any time.
Serve as a mid-level manager of the Background Check Unit (BCU) within the Office of Administration (OOA); The BCU is assigned to ensure prospective candidates for ITS employment, including consultants, undergo a criminal background check. The background check is critical to the security and integrity of the various digital systems utilized by ITS and its customer agencies.
Manage and prioritize multiple assignments; work independently and as a professional and supportive member of a team; delegate as needed.
Adhere to policies and procedures, time and attendance, and all mandatory training requirements.
Handle highly sensitive and confidential information.
Respond to requests and inquiries submitted via the unit's shared mailbox and ITSM tickets.
Respond to questions regarding the process from requestors, program managers, potential candidates, etc.
Use our SharePoint site to send out prompting and notification emails to keep the potential candidates, employees, and hiring managers informed on what to do and keep them up to date on the status of their background check.
Process staff offboarding notifications.
Review the NY State Police Security Background Documents submitted by potential candidates and ITS employees and communicate with them when corrections or more information is needed.
Use various trackers and applications to track the status of background checks for all employees and consultants.
Assist with special tasks and assignments; Perform other duties as assigned by Supervisor.
Supervise assigned staff; Perform the full range of supervisory activities including assisting in training of staff.
Minimum Qualifications:
You must be currently reachable on the appropriate eligible list for this title or eligible to transfer to this title under Section 52.6 and/or 70.1 of the Civil Service Law.
Transfer:
For 52.6 and/or 70.1 transfer to an Associate Administrative Analyst, salary grade (SG)-23, you must have one year of permanent competitive, or 55-b/55-c service in an approved title for transfer allocated to an SG-21 or above.

Appointments via transfer must not result in a second, consecutive transfer with an advancement of more than two S-grades or one M-grade.

Some positions may require fingerprinting.
Some positions may require up to 25% travel and/or lifting up to 50 lbs. Some positions are pending Civil Service approval. Details of position(s) will be described further if you are selected for an interview.
Positions located in New York City, will receive an additional $3,400 downstate adjustment location pay with regular annual salary. Positions located in the Mid-Hudson will receive an additional $1,650 adjustment location pay.
For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.
At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
