Responsibilities
- Based on a written treatment plan received from the Interdisciplinary Treatment Team (ITT), identify aspects that can be integrated into residence activities.
- Provide clinical oversight of implementation of all phases of residents' treatment plans. Assign staff to implement services.
- Observe the delivery of services to assess reaction/progress and evaluate quality of service. Discuss results with staff and make modifications as appropriate or present recommendations to the ITT.
- Discuss incidents or circumstances with other managers that could influence planning and carrying out activities.
- Ensure staff obtain information (medical, psychological, social factors) contributing to the individual's situation and evaluate the resident's capabilities. Regularly inspect case records to assess completeness and quality of treatment plans, medical records, and progress notes. Ensure the accuracy of data entry into computer databases or manual records.
Assists in Providing Clinical Services (cont.)
- Inform staff about the types of clinical services and recreational activities available.
- Review crisis intervention of residents with staff, review crisis intervention techniques (verbal and nonverbal) to be used with each resident, and staff actions during a crisis.
- Inform staff of community resources and ensure staff accompany residents on regularly scheduled or emergency visits to medical treatment facilities, social agencies, government offices, or other locations related to treatment or assistance.
- Immediately report serious incidents, allegations of abuse, incidents, or sensitive situations and complete incident reports per agency policy.
Assists in Directing and Supervising Personnel
- Establish and maintain work schedules in accordance with agency policy. Manage the completion of time clock edits within deadlines set by the Human Resources Department.
- Maintain and post work schedules; adjust assignments based on staff availability, abilities, and resident requirements.
- Instruct managers and/or staff on specific tasks and provide written guidelines when necessary.
- Periodically meet with staff individually or in groups to discuss observations, deficiencies, new techniques, administrative matters, and circumstances affecting staff performance.
- Evaluate staff competencies and deficiencies; meet with subordinates to discuss strengths, weaknesses, improvement suggestions, and follow-up as appropriate.
- Supervise staff in appropriate reactions to emergencies or crises.
- May attend centralized training programs designed to “train-the-trainer.”
- Respond to work-related questions, problems, and complaints from staff.
- Ensure shifts attend required in-service training and schedule employees for in-service training and vendor-provided training. Conduct training on clinical subjects, charting, fire safety plans, drills, emergency procedures, building security, volunteers and interns, and site-specific exposure control plans.
- Assist in managing employee accident reporting, FMLA reporting, and initial workers' compensation claims submission.
Assists in Directing and Supervising Personnel (cont.)
- Monitor employee morale and the work environment to prevent harassment or discrimination. Take complaints of harassment and inform the Director of Residential Services and the Human Resources Department.
- Provide oversight of administrative recordkeeping, office equipment maintenance, visitor reception, phone reception, and stocking of office supplies.
- Manage orientation of new personnel and the sponsorship program.
- Ensure volunteers and student interns are utilized and supervised per agency policy.
Assists in Maintaining Environment and Property Accountability
- Ensure all Federal and State health and safety standards are met; address deficiencies per agency policy.
- Oversee housekeeping duties to provide a clean, neat, and safe environment.
- Initiate repair/replacement requests for worn furnishings; alert the Director of Residential Services of major structural problems.
- Conduct and record health and safety drills.
- Maintain accountability and serviceability of all property assigned to the program, including vehicles; report lost/stolen/damaged property; conduct initial investigations when directed.
- Recommend purchases of supplies and equipment; secure all property and equipment. Conduct regular inspections of vehicles and property for cleanliness and serviceability.
- Conduct regular inspections of resident rooms to ensure accountability and serviceability. Establish key control procedures.
- Recommend disciplinary action for staff whose negligence results in property loss or damage.
Assists in Providing Quality Assurance Oversight
- Ensure internal program compliance with federal, state, city, and agency regulatory requirements. Monitor the quality of services provided to residents.
- Develop a residence mission statement aligned with division and agency missions.
- Coordinate with the Quality Management Department and Administration Division for audit support as directed.
- Review plans of corrective action, incident reports, and program evaluation reports; recommend actions for improvement.
- Provide oversight in submission of statistical data as directed.
Assists in Assuring Consumer and Family Involvement
- Educate staff on the benefits and levels of resident and family involvement, and associated issues.
- Develop a resident strategy to work with residents and families and create activities that foster cooperation and coordination.
- Support the development of resident involvement committees.
Assists in Fostering Community Relations
- Promote mental retardation programs in local communities.
- Educate staff and residents on maintaining constructive relationships with local officials, community boards, and citizens.
- Collaborate with other organizations to support long-range plans for mental retardation program development.
- General: Willingness to use ICL communication tools (computers, beepers, phone, fax, etc.) regularly; adhere to attendance rules and be available on a regular schedule with on-call responsibilities.
Additional Tasks
- May be responsible for facility maintenance and report needed repairs to the Director of Facility Maintenance.
- Performs other job-related duties as assigned.
Essential Knowledge, Skills and Abilities
- Knowledge of OPWDD policies and procedures, and state and federal regulations as they apply to the care and treatment of the developmentally disabled.
- Knowledge of active treatment programs related to the developmentally disabled.
- Knowledge of sound supervisory practices; ability to lead a multidisciplinary team and make quick decisions in various situations.
- Knowledge of characteristics of the mentally retarded and developmentally disabled; knowledge of active treatment and individual program plans.
- Ability to manage multiple projects, delegate tasks, and monitor completion.
- Ability to manage resources (money, materials, time, people).
- Serves as a role model to staff and residents.
- Effective verbal and written communication skills.
Qualifications and Experience
- High School Diploma or GED plus 3 years of experience providing direct services to people with IDD, including supervisory experience. A Bachelor's or Associate degree in Human Services may substitute for up to 2 years of general experience. AMAP, SCIP-R, CPR/First Aid required. Clean, valid NYS Driver's License.
