In this key role, you will guide the development and delivery of the region's biennial and highway construction program, ensuring projects meet established scope, schedule, and budget objectives. The successful candidate will bring expertise in program oversight, budget management, and consultant coordination, along with strong communication and team-building skills. A commitment to safety, cost-effectiveness, and sustainable transportation practices will be essential to achieving success and advancing WSDOT's mission.As the Assistant Program Manager and Scoping/Consulting Engineer, you will lead efforts that directly impact the success of the North Central Region's transportation program. This role offers the opportunity to apply your leadership and technical expertise to deliver projects that meet WSDOT's standards for safety, efficiency, and sustainability.What to ExpectAmong the varied range of responsibilities held within this role, the Assistant Program Manager and Scoping/Consulting Engineer will:* Supervise North Central Region's agreements, scoping, project selection, and prioritization process for all highway construction programs and sub programs.* Utilize the Highway System Plan and establish project selection based on prioritization criteria for specific sub programs and categories to put together future programs.* Coordinate the project summary and work order authorization processes, including review, tracking, and approvals.* Compile and analyze data and reports concerning all aspects of the NCR program delivery in both construction and operating budgets.* Manage and coordinate the NCR change management process, making recommendations on project funding decisions, and handling emergent needs or change orders exceeding the contingency amounts.* Apply advanced management skills to strategically plan and execute the budget, schedule, and delivery of projects in the Capital Improvement and Preservation Plan.* Lead the design and development of multiple transportation projects according to current policies and standards, and sound engineering judgment.* Oversee appropriate development and use of agreements in the North Central Region; as well as ensure funding is set up on payable agreements.* Mentor and develop staff in areas of responsibility to support effective program delivery.QualificationsTo be considered for this opportunity, the following competencies are required:* Advanced Management Skills: Demonstrated ability to provide strategic leadership and manage complex transportation projects through planning, organizing, implementing, and monitoring. Skills to select, supervise, and evaluate professional staff while fostering an environment that supports employee success and development.* Technical Engineering Expertise: Strong knowledge of transportation engineering design, procedures, guidelines, and regulations, with experience managing all project phases. Familiarity with WSDOT highway engineering practices, technical procedures, and management processes supports long-range planning aligned with agency goals.* Personnel Management and Collaboration: Ability to work effectively with diverse teams, mediate solutions, and facilitate agreements among competing interests. Skills to build internal and external partnerships and collaborate with various stakeholders to achieve positive results.* Communication Skills: Exceptional verbal and written communication skills with the ability to prepare recommendations and presentations for executive decision-making. Proficient in communicating complex technical and management information to diverse audiences.* Knowledge of Policies and Regulations: Comprehensive understanding of management principles; state and local political structures and issues; personnel actions; transportation and environmental regulations; real estate management; contract law; FHWA policies; pavement, structures, and geology; and department programming and budgeting.It is preferred that qualified candidates also have:* Knowledge of WSDOT design policy.* Bachelor of Science in Civil Engineering or related Engineering/Project Management degree.* Professional Civil Engineer's License* A valid driver's license.* To review the full Position Description, please follow the directions in the Contact Us section of this posting.Important Notes* This position offers flexible/hybrid remote work options.* This position may be required to conduct field site visits and may require overnight travel.* In addition to base salary, employees may be entitled to other forms of compensation depending on the type, duties, or location of the position.
