Inspects vacant unimproved parcels with unimproved ad joiners to prepare a Survey Memo in order to eliminate the cost of a boundary survey.Adjudicates boundary line disputes whenever possible. Verifies boundary lines when in question of properties that are potential County acquisitions.Providesacquisition and appraisal staff with information and resources to make informed decisions.Assists in the supervision and training of Real Estate personnel in GPS uses and application when applicable.Establishes GPS coordinates for County owned properties as appropriate.Assists in the processing of field data and reviews for accuracy;Assists in the supervision and serves as liaison with surveyors working under contract for EDP.Reviews consultant surveys for technical accuracy and assures they meet the standards set by the County and meets the needs of the Division.Does related work as required.May act as a liaison between the department and the general public.* This position does not offer relocation assistance at this time.Sponsorship is not available for this role.Target Salary: $65,093 increasing to $66,712 on July 1, 2024OPEN COMPETITIVECANDIDATES MUST MEET THE MINIMUM QUALIFICATIONS LISTED BELOW:Either:(a) Graduation from a New York State or Regionally accredited college or university with a Bachelor's Degree in Civil Engineering or a related field, and four (4) years of survey experience with two (2) years in a supervisory capacity, some of which must have involved property line surveys, deed descriptions and construction surveying; or,(b) Graduation from a standard senior high school or possession of a high school equivalency diploma, and eight (8) years of surveying experience, with four (4) years in a supervisory capacity, some of which must have involved property line surveys, deed descriptions and construction surveying; or,(c) Possession of a license to practice land surveying in the State of New York, and eight (8) years of surveying experience with four (4) years in a supervisory capacity, some of which must have involved property line surveys, deed descriptions and construction surveying; or,(d) An equivalent combination of education and experience as defined by the limits of (a), (b) and (c).PROMOTIONALTwo (2) years of permanent competitive status as an Assistant Civil Engineer or Junior Civil Engineer.Thorough knowledge of the principles and practices of manual and electronic surveyingThorough knowledge of mathematics including trigonometry and its application to field surveyingGood knowledge of terminology and practices in relation to deed descriptionsGood knowledge of the standards and specifications for the execution of a high precision traverse and vertical control network to maintain and extend control monumentationGood knowledge of property filing recordsKnowledge of both Mercator and Lambert projections as applied to State Coordinate SystemsKnowledge of First Order geodetic triangulation system including Azimuth determination, computation and adjustment of triangles, geographic position, inverse position, special angle computations, conversion of geodetic angles to grid anglesSkill in the use of surveying equipment including electronic total station instruments, automatic data collectors and Global Positioning Systems equipmentSkill in the use of state-of-the-art computer software, including CAD and COGOAbility to perform difficult technical computations, to make estimates and tests, and to compile surveying data and statisticsAbility to supervise personnel in a manner conducive to full performance and high moralePhysical condition commensurate with the demands of the position.This role is a Provisional AppointmentA provisional appointment, which occurs only in the competitive class, is a temporary appointment to a position for which no eligible list exists or for which an eligible list exists with fewer than three candidates who are willing to accept the position. In order to become permanent, the employee who is provisionally appointed must take the next examination for the position in question. The appointment to the position is then made from among the three highest scoring passing candidates who indicate their willingness to accept the position.
