Under the direction of the Community Services Director, this position plans, directs, and supervises all city recreation programs and services, and the maintenance, landscape, and development operations of city parks, public landscaped areas, and park facilities. Develops goals, objectives, policies, and priorities for the department and provides responsible staff assistance to the Community Services Director.DISTINGUISHING CHARACTERISTICS The Assistant Director of Community Services is a management-level classification in the Community Services series. The employee supervises complex assignments, including work assigned to Division Managers, and is responsible for project development, setting priorities, developing timelines, evaluating work assigned to staff, and assuring quality and accuracy of the work product. Serves as Acting Director of Community Services in the Director's absence. The Assistant Director of Community Services is distinguished from the Community Services Director by the level of responsibility assumed and the complexity of duties assigned.
Manages all administrative functions of the Parks and Recreation division, including personnel, budgeting, contract services, and purchasing administration. Directs the activities of full and part-time recreation professionals in administration of recreational programs.Supervises staff members at various levels who administer the daily operations of the Parks Division to include supervision of full-time and part-time staff members in the maintenance, landscaping, and development of City parks, recreational facilities, and public landscaped areas.Develops and recommends the Department's five-year multi-million dollar Capital Improvement Program; works with staff, other departments, architects, contractors and the community in the implementation of projects.Monitors the level of recreation program success throughout the year and makes recommendations as needed.Prepares written reports for the Director, City Manager, Deputy City Manager, and City Council for review on an as-needed basis; makes presentations to City Council, Commissions, and community organizations.Recommends and approves the acquisition and purchase of equipment and materials relative to the daily operation of the Department.Conducts, reviews, and approves performance evaluations of department employees.Serves as Acting Director of Community Services Department in the Director's absence.Represents the City in the community and at professional meetings as required.Responds to and resolves issues regarding public questions and concerns.Prepares agendas and conducts staff meetings for the Grounds Maintenance Division and the Recreation Division. A typical way to obtain the knowledge and abilities would be:Education/Training:Minimum eighteen (18) years of age.Must possess a high school diploma from an accredited high school or GED equivalent. Bachelor's degree or equivalent from an accredited college or university in Recreation, Sociology, Public Administration, or a related field.Experience:Seven or more years of increasingly responsible experience or comparable experience in public recreation and community services with included experience in the administration of a variety of community service programs, including three years in a supervisory capacity.License or Certificate:Must possess a valid California Class C Driver's License and maintain possession of such license during the course of employment.Must have an acceptable driving record, be insurable at standard rates by the City's insurance carrier, and maintain such insurability during the course of employment.Possession of a current CPRP or CPRE certification is highly desirable.
