What the role is:
Develop and implement financial controls and governance policies to ensure compliance to Corporate Governance in line with Government/PA CDC policies and guidelines i.e. Government Instruction Manual (IM), CDC rules and PA staff manual etc. Oversee and monitor the day-to-day financial, procurement, Admin and Human Resource related operations, including proper maintenance of records and preparation of management reports, training of CDC staff on compliance matters relating to financial and procurement rules, admin and HR matters.

Finance, Planning and Analysis
Ensure timely closure of financial accounts monthly, quarterly and annually.Ensure timely preparation and submission of financial statements and management reports which accurately reflect the CDC financial status, assets and liabilities.Plan, project and review CDC budgets to ensure sufficient and optimal use of fund as well as maintain a healthy level of CDC reserve.Develop strategies to increase and optimise CDC's matching grant and donations.Monitor, track and analyse utilization in line with planned targets to ensure proper control and optimal use of fund.Plan, direct and implement accounting systems, procedures and internal controls, in line with Government/PA/CDC policies and guidelines.Coordinate and facilitate audit procedures including preparation of audit lead schedules, samples and financial statements.Provide secretariat support to the finance committee.Admin and Procurement
Liaise with PAHQ units such as Admin & Procurement, Internal Audit etc on procurement matters.Liaise with external auditors on audit matters if necessary.Ensure and implement best practices in procurement procedures.Coordinate and educate staff, through regular engagement platforms such as staff meetings, on procurement best practices and lapses.Provide advice and guide staff on suitable alternatives or solutions.Facilitate and liaise with PAHQ units on procurement audits.Oversee, monitor and maintain smooth operation of South East CDC office and its facilities, ensuring a conducive, clean and hazard-free working environment. This includes for example:Ensure sufficient supply of office supplies, proper accountability and maintenance of office facilities including fixed assets, fixtures and equipment.Coordinate and liaise with relevant departments/vendors/contractors on all matters relating to office facilities, IT set-ups and system networks etc.Other duties
Performs other duties assigned by senior officers.Knowledge & Skills
Minimum: At least 4 years' relevant working experience in accounting/finance with supervisory experience.
Desired: Relevant working experience in Government Finance and procurement and/or Human resource is preferred.
Good knowledge of Workday and Microsoft Office applications such as Excel, Word and PowerPoint.
