Coordinate's structure and process as it relates to internal communication, ensuring that information is disseminated and done through the proper channels. Oversee PIO team to ensure effectiveness and efficiency, and to maximize media outreach. Establish and execute policy around media interaction with sworn officers (with PIO being the single point of entry for any and all media requests). Plans, directs, organizes, and coordinates the activities of the DPD media. Act as spokesperson on behalf of Dallas Police Department (when necessary) to provide communication to the media and the public on departmental functions and issues. Strategize with all the divisions to promote outreach events through traditional and non-traditional outlets. Collects, reviews, and presents information to the public through the various media outlets. Oversee coordination of press conferences, news releases and public service announcements.Expand and implement communication with the general public. Provides solutions and best practices for solving problems and resolving conflict, leveraging community networks when critical incidents occur, which could lead to civil unrest. Acts as a point of contact for media partners. Prepares executive level speeches, correspondence and reports. Establishes and maintains diplomatic relations with City management, elected officials, and media partners.Knowledge / Skills

  • Strategic external and internal communication planning and implementation.
  • Crisis management as it relates to communication strategies and methods.
  • Experience writing press releases, speeches, and talking points for Executive staff.
  • Ability to implement policy and procedure.
  • Ability to foster and maintain relationships with traditional, non-traditional media outlets, and stakeholders.
  • Knowledge of methods and techniques used in evaluating public perception regarding citywide operations and issues.
  • Understanding of law enforcement practices and procedures (preferred).
  • Understanding the use of all digital and social media outlets.
  • Familiar with the principles and practices of supervision, training, and general administration.
  • Understanding of current technology and trends in the profession.
  • Knowledgeable in Issues that directly affect Dallas Police Department, and to advise the Chief of best practices for addressing them as they relate to internal and external communications.
  • Ability to plan, direct, organize, and coordinate the activities of the DPD's media providing communication to the public on departmental functions and issues.
  • Ability to formulate and implement procedures, standards, and guidelines for internal communication and policy around communication with media.
  • Ability to act as spokesperson for the department in interfacing with the media and general public, and in making public presentations to City representative(s) on information regarding Department issues and decisions.
  • Supervise and train subordinate staff.
  • Ability to effectively communicate orally and in writing at an above standard level.
  • Ability to present a flexible and adaptable approach to individuals and work product.
  • Willing to engage proactively with media outlets and community.
  • Deliver the Dallas Police Department message and vision to the community.
  • Establish effective working relationships with management, employees, employee. representatives and the public representing diverse cultures and backgrounds.
  • Treat City employees, representatives of outside agencies and members of the public with courtesy and respect.
  • Ability to communicate effectively with a variety of individuals representing diverse cultures and backgrounds and function calmly in situations which require a high degree of sensitivity, tact and diplomacy.
