Assistant Dean for Human Resources
Serves as the chief Human Resources (HR) officer for the College of ACES with oversight and management of HR professionals, operations, policies, and compliance efforts. This position also has oversight for the ACES HR Integrated Services that provides HR support to academic units, research, Extension, and administration units in the College.
Major Duties and Responsibilities:
- HR Oversight & Leadership
- Advises the dean and college leadership on sensitive, complex HR matters that require in-depth knowledge of both HR policy and practice, faculty affairs, and college and departmental organizational structures.
- Serves as a resource to leadership of the college, Extension, and Agricultural Experimentation Station in areas related to hiring, promotion, retention, employee and labor relations, staffing plans, and training initiatives.
- Participates as a member of the Dean's leadership team.
- Oversees and coordinates executive officer search and hire process (i.e., department heads, associate & assistant deans), and for other positions as requested by the dean.
- Represents the college on labor management teams for union negotiations at the request of Illinois Human Resources; collaborate closely with the dean, associate deans, department heads, and ACES HR team to provide strategic guidance on the impact of collective bargaining agreements within academic units.
- Represents the college on HR Caucus that meets monthly with the Senior Associate Chancellor for HR to discuss and strategize HR-related matters.
- Represents the College on other ad-hoc campus committees as requested or creates opportunities for team members to serve.
- Provide direct supervision to professional HR staff within ACES HR to include day-to-day operations, annual evaluation, and career development.
HR Strategy & Compliance:
- Ensures college-wide HR policy and training compliance for all academic departments, working closely with the heads/directors, budget officers, and unit HR personnel.
- Collaborates with college leadership on HR strategies to maximize utilization of college resources.
- Consults with department heads on various HR needs within their units and provides strategic guidance when appropriate.
- Prepares ad hoc reports on staffing trends, salary comparisons, and progress in attaining inclusion goals using payroll and HR data in the Electronic Data Warehouse.
- Work closely with the EEO officer in the college to assure compliance with the Equal Employment Opportunity (EEO) Program in all of its aspects as outlined in the campus EEO Plan.
- Gather, analyze, and share data (including annual goals for the units) as needed with the EEO officer to ensure alignment of college guidelines for equitable hiring practices in ACES.
- Work closely with the associate dean of DEI to enhance equity and inclusion in all college practices and policies.
- Assists college leadership with promotional and retention cases, faculty recruitment, faculty loss data, and other high-level HR-related activities.
- Develops, implements, and oversees adherence to college-wide policies related to HR administration, operations, and employee relations.
- Assesses college-wide HR training needs and coordinate implementations of HR applications, policies, and operating procedures within the College.
Organizational & Operational Strategy:
- Serve as key advisor to the dean in determining and implementing efficient and effective college organizational structure to support college purpose driven goals and mission.
- Partner with ACES leadership, specifically the Office of Budget and Finance and the Office of DEI in strategic fiscal hiring plans, and college-wide impacts of compression, equity and retention.
- Support the dean in college organizational structure and operations special projects that advance purpose driven goals.
- Assumes additional and appropriate related HR duties to further the mission of the College of ACES.
Position Requirements & Qualifications:
- Education and Experience Required:
- Master's degree in Human Resource Management, Labor and Employment Relations, Master of Business Administration, or a related, applicable field.
- Minimum ten (10) years of experience in human resources.
