General Summary

Under the direction of the CMM, coordinates and facilitates all phases of the operation and maintenance work effort, including providing operations management support and service order management support. This position also serves as the Quality Control Manager, providing leadership to maintain and implement the Quality Control Plan.

Essential Duties and Responsibilities

  • Coordinate and facilitate all phases of maintenance work under the CMM's guidance.
  • Assign and track work, including daily workload and productivity.
  • Review work schedules to ensure proper coverage, outage support, and escorting requirements.
  • Assist in preparing and submitting status updates for repairs and preventive maintenance.
  • Attend management meetings with the customer and contribute relevant insights.
  • Review inventory of materials, tools, and equipment, ensuring accuracy of asset lists.
  • Support the Site Safety and Health Officer in compliance with OSHA regulations.
  • Manage service orders, including research, planning, and coordination to meet objectives within budget and timeframes.
  • Review project quotes and plans to determine timelines, funding, staffing, and resource allocation.
  • Establish work plans and staffing requirements; coordinate with subcontractors if needed.
  • Lead project meetings with end users, government staff, and contractors.
  • Develop market research for bids and recommend awards to the COR.
  • Create independent contractor estimates for proposal analysis.
  • Negotiate prices with contractors before awarding contracts.
  • Oversee project activities to ensure schedule and budget adherence.
  • Maintain project and quality reports for management briefing.
  • Adjust project schedules and resources as needed.
  • Provide technical guidance and resolve issues during projects.
  • Coordinate with USAG authorities for permits and documentation.
  • Provide technical guidance to Facilities Management.
  • Oversee the quality assurance program, including inspections and documentation.
  • Ensure proper documentation of work orders and PMs.
  • Prepare quality inspection reports and review the quality control program regularly.
  • Examine maintenance processes for improvements and perform inspections to verify problem resolution.
  • Collect data for the DMLSS system, including work order completion.
  • Fill in for the CMM during absences and perform other duties as assigned.

Knowledge, Experience, and Skill Requirements

  • Strong English communication skills, both written and oral.
  • Advanced knowledge of medical research facility repair, construction, and facilities management, including mechanical, electrical, plumbing, communications, fire, security, and landscaping systems.
  • Minimum of two years in quality control evaluation and reporting in construction or facility management, and two years in health facilities.
  • Experience with federal government design and construction policies, bid processes, and project management.
  • Familiarity with applicable codes and standards (NFPA, EPA, NIH, CDC).
  • Knowledge of OSHA safety regulations and PPE procedures.
  • Ability to conduct safety inspections and accident investigations.
  • 1-3 years' experience in healthcare or medical research project management, including supervisory roles.

Licenses, Education, and Certification

  • High School Diploma required; Bachelor's Degree preferred.
  • Certifications: ASHE CHFM, ASHE Certified Healthcare Constructor, PMP.
  • Valid driver's license with a good record.
  • Proficiency in Microsoft Office Suite.

Work Environment

  • Indoor and outdoor work; protective clothing required when handling hazardous materials.
  • Exposure to hazardous gases, chemicals, and physical demands such as climbing and lifting.
  • May need to enter confined spaces and handle heavy objects.
  • Ability to pass background checks and obtain security clearance.
