Salary : $164,507.20 - $202,238.40 Annually Location : San Andreas, CA Job Type: Full Time Regular - Benefited Job Number: 2025-00034 Department: Administrative Office Opening Date: 07/28/2025 Closing Date: 8/4/2025 11:59 PM Pacific Position Description *This is a promotional opportunity for County employees* Under general direction, assists with planning, organizing, reviewing, managing, and supervising the functions of the County government; represents the Board of Supervisors' policies and programs with County staff, community organizations, other agencies, and the public, as delegated; assists with preparation and review of County departments' annual budget requests and develop final expenditure recommendations for presentation to the Board of Supervisors; and performs related duties as assigned. This is a single-position, executive-level management classification within the Administrative Office. The incumbent serves as the primary assistant to the County Executive Officer, with such duties as program planning, policy development and oversight, and long-range financial and strategic planning, including capital improvement planning for the County, as well as provides operational management to assigned functions that report to the Administrative Office. The position is assigned areas of direct management responsibility. This classification is distinguished from Deputy County Executive Officer by exercising a wider scope of management responsibilities with a greater degree of independence, especially in regard to preparing and administering the County's budget. Example of Duties The following duties are typical for this classification. Incumbents may not perform all of the duties listed and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.
  • Exercises considerable responsibility in the development and administration of the County budget.
  • Consults with department heads in the development of budget requests, preparation of final expenditure recommendations, and presentation of the budget to the Board of Supervisors (Board).
  • Prepares and presents reports regarding budget requirements and needs of County government.
  • Assists with reviewing requests for budget transfers and develops and presents recommendations on budget transfers to the Board; may approve interdepartmental transfers of fixed assets.
  • Ensures the proper administration of grants.
  • Assists with supervision of Administrative Office staff and provides substantial input for performance evaluations.
  • Develops negotiation strategies and conducts fiscal analyses for employee labor negotiations.
  • Performs a variety of special studies and projects, as delegated.
  • Develops recommendations and reports on the operations and efficiency of County government.
  • Attends Board meetings, providing recommendations on agenda items.
  • Meets with County department heads, answering questions and providing guidance and assistance, as delegated.
  • Assists with reviews of the county organizational plan, developing recommendations regarding the transfer, reassignment, addition, deletion, and consolidation of County functions.
  • Coordinates the preparation, execution, and management of assigned County contracts and leases.
  • Responds to citizen requests and complaints.
  • Represents Board policies and County programs and services with County staff, the public, community organizations, and other government agencies.
  • Monitors changes in laws, regulations, and technology that may affect County operations; analyzes proposed legislation for local impact; prepares legislative proposals for consideration by the Board, and acts as a legislative advocate for the County as required.
  • In the absence of the County Executive Officer, assumes their responsibilities as needed.
  • Performs other related duties as assigned.
Minimum Qualifications The following generally describes the knowledge and ability to enter the job and/or be learned within a short period of time in order to successfully perform the assigned duties. Knowledge of: Principles and practices of public administration, including administrative analysis, fiscal planning and control, and policy and program development. Laws, rules, ordinances, and legislative processes controlling County government services and operations. Organization, problems, and functions of county government. Research and evaluation methods. Personnel, employer-employee relations, and equal employment opportunity programs, procedures, and requirements. Principles and practices of employee supervision, including work planning, assignment review and evaluation, discipline, and the training of staff in work procedures. Principles and practices of leadership. Grant procurement and administration. Techniques for effectively representing the County in contacts with government agencies, community groups, and various business, professional, regulatory, and legislative organizations. Proper English spelling, grammar, and punctuation. Computers and software programs (e.g., Microsoft software packages) to conduct, compile, and/or generate documentation. Skill and Ability to: Assist with planning, organizing, managing, coordinating, and supervising the functions and services of the County to achieve efficient operations and program goals. Assist with preparation and administration of the County budget and overseeing fiscal controls. Provide administrative and professional leadership and direction for the County. Written and oral communications skills. Gather, organize, analyze, and present a variety of data and information. Prepare clear, concise, and accurate records and reports. Evaluate, formulate, and develop recommendations on improvements to County operations, programs, and services. Provide advice and consultation to County management on the development of ordinances, regulations, programs, and policies. Exercise supervisory and management authority tactfully and effectively. Select and supervise staff, provide training and development opportunities, ensure work is performed effectively, and evaluate performance in an objective and positive manner. Effectively represent the County's policies, programs, and services with the public, community organizations, County staff, and other government agencies. Regularly work well under pressure, meeting multiple and sometimes conflicting deadlines. Organize and prioritize a variety of projects and multiple tasks in an effective and timely manner; organize own work, set priorities, and meet critical time deadlines. Communicate clearly and concisely, both orally (during public presentations) and in writing. Use tact, initiative, prudence, and independent judgment within general policy, procedural, and legal guidelines. Establish, maintain, and foster positive and effective working relationships with those contacted in the course of work. Utilize a computer, relevant software applications, and/or other equipment as assigned to perform a variety of work tasks. EDUCATION, TRAINING, AND EXPERIENCE Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be: Bachelor's Degree with major coursework in public administration, business administration, political science, communications, or a related field; and one (1) year of full-time experience performing duties comparable to that of a Deputy County Administrative Officer with the County of Calaveras or five (5) years of full-time experience performing a variety of complex, management-level administrative and fiscal analysis work, or strategic planning work, which included at least one (1) year of experience working in the public sector; or equivalent combination of training and experience. A Master's degree in public administration, business administration, or a related field is desirable. Experience in a large organization with multiple departments/divisions is strongly preferred. They are entitled to 24 hours of sick leave per year and eligilbe for the county's CORE Medical plan but not eligible for dental or vision insurance. Vacation days: 0 - 3 complete years = 80 hours per year. After 6 months you can take your first week. 3 - 10 complete years = 120 hours per year 10 years+ = 160 per year Holidays: 14 paid holidays per year. Sick Leave: 12 days annual sick leave accrual with unlimited accumulation.
