This position requires the applicant to successfully pass a drug screening.

This position is Essential and is required to report to duty before, during, and immediately after a civil emergency.

Under the general direction of the Building Code Administrator, serves as a key member of leadership team with direct responsibility for effectively managing the Plan Review and Inspection activities of the Building Department. Managerial and professional support work assisting the Director in the implementation and follow-up of designated projects. Works as a Team to support the city and department strategic plan and goals. Facilitates the development of public trust and confidence in the City.

The starting salary range for this position is $120,701.50 - $138,806.72, depending on the qualifications

ESSENTIAL DUTIES

  • Keeps the mission, vision and values of the City of Port St. Lucie at the forefront of decision making and action; builds strategic and collaborative relationships and interacts with others in a way that builds confidence and trust; provides excellent customer service by taking action to accomplish objectives, maintains high levels of work and productivity by generating innovative solutions to work situations.
  • Interprets Building Codes, City Codes and applicable state and federal regulations. Meets with contractors, developers, architects, engineers and the general public.
  • Attend various meetings; make presentations to realtors, businesses, stakeholders, homeowner associations, city council and other groups as needed.
  • May conduct field inspections when necessary.
  • Investigates and provides written responses to internal and external complaints. Oversees preparation of cases and directs staff to present them to appropriate boards or court.
  • May oversee Emergency Management and / or FEMA documentation for department.
  • May oversee all City building construction projects.
  • Acts as Building Official in his / her absence.
  • Communicates daily, verbally and in writing, concerning governing regulations and specialized functions of the department. Performs highly responsible administrative and semi-technical work.
  • Communicates with the general public, contractors, consultants and other City departments and acts consistently within the guidelines of Federal and State regulations, City Codes / ordinances, and other local governments as required to support the effective operations of the Building Department.
  • Works with the Building Code Administrator to monitor the Building Department succession plan, make adjustments to the plan and recommend training for staff in accordance with the details of the plan.
  • Conducts, modifies and reviews department procedures including standard operating procedures, internal audits and quality assurance audits.
  • Attend special meetings such as City Council Meetings, etc.
  • Represents the department on various committees and groups as assigned by the Building Official.
  • Monitors status of city construction projects and provide reviews on Building Department owned properties.
  • Participate in training events, public awareness events and classes.
  • Participate in the implementation and maintenance of the Department's accreditation program.
  • Acts as liaison and attends meetings between the Building Department and other City departments and / or regulatory agencies.
  • Assists in the development of short- and long-term goals of the department. Has a thorough understanding of the City's Strategic plan and how the goals / principles apply to the department.
  • Assists in the development and implementation of operating policies, procedures and standards for efficient and effective operation and maintenance of department. Assures compliance with established policies and procedures.
  • Coordinates and oversees functions of Contractors Examination Board and Contractor Licensing division functions.
  • May oversee Building Department construction projects and upgrades.
  • Other duties as may be assigned.
  • SUPERVISORY RESPONSIBILITIES

Carries out supervisory responsibilities in accordance with the City's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

MINIMUM QUALIFICATIONS

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and / or ability required.

EDUCATION AND / OR EXPERIENCE

Graduation from an accredited college or university with a Bachelor's Degree of Civil Engineering, Mechanical Engineering, Electrical Engineering, or a closely related field required. Minimum of ten (10) years of progressively responsible experience in the field of Building Construction with Five (5) years being in a high management / supervisory position required.

A comparable amount of training, education, or experience may be substituted for the minimum qualifications.

CERTIFICATES, LICENSES, REGISTRATIONS

  • Licensure as a Professional Engineer / Architect in the State of Florida required or the ability to obtain within 18 months of date of hire, preferred.
  • State of Florida-mandated licensing for Building Code Administrator required or ability to obtain within 12 months of date of hire.
  • Possession of valid driver's license and maintenance of clean driving record required with the ability to obtain a valid Florida driver's license within 30 days from date if hire.
  • KNOWLEDGE, SKILLS, & ABILITIES

  • Knowledge of business English, spelling and punctuation to prepare documents, compose letters, etc.
  • Knowledge of office practices and procedures.
  • Knowledge of the Department and City's policies, procedures and practices.
  • Knowledge of technical aspects of construction, commercial and residential.
  • Knowledge of architecture, engineering, building, municipal and zoning codes, laws and ordinances.
  • Knowledge of budget preparation and monitoring.
  • Knowledge of applicable union contracts
  • Thorough knowledge and understanding of building codes.
  • Knowledge of principles and practices of building construction.
  • Skill in conducting meetings, including organizing and presenting technical reports.
  • Skill in tactfully resolving problems with staff and / or customers and contractors.
